Position description

Democracy International (DI) is seeking to hire an OTI Proposal Advisor - Consultant for a proposal for the anticipated ten-year Support Which Implements Fast Transition (SWIFT) IDIQ funded by USAID’ Office of Transition Initiatives (OTI). The United States Agency for International Development (USAID) Office of Transition Initiatives (OTI) intends to release a solicitation for the Support Which Implements Fast Transition (SWIFT) 6 Indefinite Delivery Indefinite Quantity (IDIQ) Contract which provides USAID/OTI with the means to support U.S. foreign policy objectives by catalyzing local initiatives to advance stability, peace, and democracy in response to complex political crises. This will be a short-term position based in Washington, DC. For more information on the opportunity, please read the pre-solicitation information released here. This is a part-time Consultant position and this position is only open to United States Nationals.


The OTI Proposal Advisor will review the technical section for the anticipated SWIFT 6 IDIQ and suggest revisions to the proposal. The OTI Proposal Advisor will also propose best practice and quality across technical sections drafted by other writers.  


Essential Job Duties:

The position’s responsibilities will include: Programmatic

  • Provide technical insight and input across all elements that inform the technical approach, and overall responsiveness to the requirements.
  • Review and edit sections drafted by other contributors.
  • Work with DI staff to formulate content for technical and/or non-technical sections.
  • Provide technical expertise and guidance to the proposal team during review sessions.
  • Attend meetings, review sessions, and otherwise coordinate with DI staff as needed.
  • Other duties as assigned.
     

Qualifications:
 

  • Bachelor’s degree or higher in international development, political science, management, or other relevant field, Master’s degree preferred but not required;
  • Experience working for USAID/OTI;
  • Substantial experience preparing international development proposals for USAID/OTI; 
  • Proven technical writing skills and track record of creating compelling, clear, and succinct documents.
  • Experience including stabilization, peacebuilding, democracy, human rights, crisis response, and/or related technical areas in development programming
  • Excellent writing and communication skills
     

Reporting:
 

  • This position reports to the Director of Business Development.
