Duties
Serves a Contract Specialist to plan and execute all phases of the contracting process. Assist the Contracting Officer with the development of the acquisition strategy to include pricing arrangements and contract types such as fixed price, cost reimbursable, time and materials, grants and cooperative agreements, and other transaction authority. Conduct source selection activities and evaluate vendor’s proposals, support competition by promoting full and open competition, draft the contract and negotiate contract terms and conditions while ensuring compliance with the FAR & DFARS’ regulations. Liaison with the customers to provide sound acquisition/business advise.
Qualifications
Degree: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. Graduate education must be in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
In addition to meeting the above basic requirement, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE
You may qualify at the NH-03 (GS-12/13 equivalent) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-2 (GS-11 equivalent) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in 1) Performing all pre-award/post award functions, using various contracting methods to procure supplies and services; 2) Soliciting and awarding contracts for commercial items 3) Applying FAR Part 8 and 12 for drafting and issuing request for quotes, evaluating quotes, conducting negotiations and issuing the award; and 4) Managing and processing an average workload of at least 4 to 6 procurements with varying deadlines.
Salary
$94,199.00 - $145,617.00 per year
