Position description

Resonance seeks a Chief of Party (COP) to lead the anticipated USAID Senegal Ocean Marine & Coastal Ecosystems Activity.

The overarching objectives are anticipated to include:

  • addressing direct threats to biodiversity,
  • preserving the health of vital ecosystems, and
  • contributing to climate adaptation and mitigation goals while monetizing co-benefits.

OUTCOMES/ESSENTIAL FUNCTIONS

  • Provide strategic and technical leadership and/or oversight of all activities and outputs, including extensive technical advice and inputs across one or more areas, such as marine biodiversity conservation, governance capacity building, sustainable fisheries management, blue economy, cross-sector partnerships.
  • Represent the project externally and ensure close coordination with partners in the government, private sector, key local stakeholders, financial institutions, and donor communities.
  • Lead financial oversight and ensure compliance with USG regulations, Senegal regulations, and Resonance policies.
  • Lead or support the design, methodology, and tools for some activities as relevant to areas of expertise.
  • Manage project team; oversee, mentor, and provide guidance to short- and long-term staff.
  • Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.
  • Enable and support organization in driving social, economic, and environmental impact.

REQUIRED EDUCATION & EXPERIENCE

  • Advanced degree in international development, natural resources management, marine and coastal studies, fisheries management, or related field, or 5 additional years of related work experience.
  • 10+ years of experience leading or managing international donor-funded development projects.
  • Experience working on similar development programs, ideally in West Africa, with a focus on marine/coastal biodiversity conservation, marine protected area establishment/management, sustainable fisheries management and promotion, food security, public policy and governance, access to finance, sustainable livelihoods, climate adaptation and resilience, or other relevant technical areas.
  • Experience liaising with high-level representatives from public and private sectors and USAID and other donor-funded activities and engaging with local organizations and stakeholders.
  • Demonstrated leadership in effective project management, technical and analytical skills, and personnel management.
  • Proficiency addressing factors that maximize gender and social inclusion, MEL, and communications.
  • Fluency in English and French.

PREFERRED EDUCATION & EXPERIENCE

  • Strong network of government, NGO and civil society, donor and private sector through focus geography.
  • Experience as a COP or DCOP on a USAID project in Senegal or the West Africa region.
