Position description

Org. Setting and Reporting

This position is located in the United Nations Conference on Trade and Development (UNCTAD), Division on Technology and Logistics, E-Commerce and Digital Economy Branch, eTrade Initiatives Section. This position focuses on women empowerment in the digital economy and the contribution of more inclusive digital policy-making for sustainable development. The Economic Affairs Officer reports to the Chief of the eTrade Initiatives Section.

Responsibilities

Within delegated authority, the duties of the Economic Affairs Officer will focus on the following responsibilities:

Economic or sector analysis

  • Develops socio-economic analysis and qualitative information on women empowerment and the digital entrepreneurship.
  • Interprets, applies and, as necessary, adapts socio-economic models to determine trends, patterns and relationships and to analyse the effects of alternative policies and assumptions for gender-inclusive policy making in the digital economy.
  • Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development pertaining to women empowerment and digital entrepreneurship.
  • Identifies and analyses policy proposals made elsewhere relating to assigned topics.
  • Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions on women empowerment and digital entrepreneurship.
  • Assists in the organization of panels, round-tables (SDG5) on women empowerment and digital for development issues.
  • Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support

  • Prepare inputs for consultative and other meetings and conferences.
  • Follows intergovernmental meetings and prepares summary reports.
  • Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings.
  • Assists in the organization of panels, round tables etc. on development issues with a women empowerment and digital for development focus for intergovernmental processes.

Technical cooperation

  • Participates in missions on women empowerment and digital entrepreneurship issues, usually as a member of a team.
  • Organizes training seminars and capacity building activities for women digital entrepreneurs in developing countries.
  • Prepares documentation for technical cooperation programmes and projects for a more inclusive digital economy.
  • Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects.
  • Monitors, backstops and assesses the implementation of technical cooperation programmes and projects for more inclusive digital development.

General

  • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Section’s work.
  • Undertakes on-the-job and other training activities, both internally and externally.

Competencies

  • Professionalism: Ability to apply economic theories and concepts in different sectors of economic and sustainable development, including to digital entrepreneurship. Knowledge of the challenges faced by women digital entrepreneurs in developing countries. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources. Shows skill in developing sources for data collection. Education

  • Advanced university degree (Master’s degree or equivalent) in economics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. Experience in socio-economic development and women’s economic empowerment is desirable. At least two years of experience in developing managing digital entrepreneurship projects and activities for developing countries is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in French is desirable. Knowledge of another UN official language is desirable.
