Social Impact is a global development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. We work across all development sectors including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits.

 

Statement of Work:

Under the MELDS, USAID Bureau of Europe and Eurasia requested a Midterm Performance Evaluation of the VIBE activity, implemented by IREX, running from September 27, 2019 through September 26, 2026.

The objective of the VIBE activity is to better capture and measure the way information is produced, spread, and used. In support of this goal, VIBE includes a strong conceptual framework that looks at four principles of information vibrancy today, including: (1) Information Quality - how (and what types) of information are produced by both professional and non-professional producers, including examining content quality, content diversity, and the economic resources available to produce content; (2) Multiple Channels - how information is transmitted or spread by both formal and informal information channels, including looking at the legal framework for free speech, protection of journalists, and access to diverse channels and types of information; (3) Information Consumption and Engagement - how information is consumed by users, including looking at freedom of expression, media and information literacy, digital privacy and security, the relevance of information to consumers, as well as public trust in media and information; and (4) Transformative Action - how information is used and put into action, including looking at how governments, corporations, and civil society use information to inform decisions and actions, whether information is spread across ideological lines, and whether individuals or groups feel empowered to use information to enact change.

The purpose of this evaluation is to firstly, assess the utility and relevance of VIBE as a development tool, and secondly, develop an assessment of the cost effectiveness and reach of VIBE. 

The evaluation will focus on the period starting from September 2019 through the present. The Bureau will use the findings, conclusions, and recommendations of this evaluation to assess IREX’s performance and to inform decisions regarding the Bureau’s future investments in this report.

 

Position Description:

Social Impact Inc. is seeking an individual to fulfill the role of Jr. Researcher on this Study. The Jr. Researcher will be part of the research team (RT) and support the data collection process. The Jr. Researcher will participate in data collection and compilation, support key informant interviews by notetaking; conduct data analysis and provide technical inputs, and contribute to the drafting and finalizing of write-ups. The project will begin in September 2024 and is expected to last six months, with all work, including KIIs, being conducted remotely.

 

This is a remote, part-time consulting position requiring 30 days of work from September 2024 to February 2025.

 

Responsibilities:

General

·       Maintain clear and regular communication with the Team Lead and HQ support staff and ensure the HQ team is made aware of any risks, problems, or challenges that arise in a timely manner.

·       Contribute to the development and finalization of project deliverables, including data collection/analysis, notetaking, draft and final write-ups, and presentations.

·       This is a remote position.


 

Qualifications

·       2-3 years of experience conducting qualitative research and coding

·       Bachelor’s degree  in international relations, public policy, communications,  or other relevant field with a focus on topics related to international development

·       Experience in qualitative data collection (such as interviews, focus groups) with key stakeholders, such as international actors and government officials

·       Exceptional organizational, analytical, writing, and presentation skills

·       Fluency in English speaking, reading, and writing

·       Experience working with USG clients preferred

 

 

Qualifications:

·       Bachelor’s degree or higher in international development, communications, journalism, or related field.

·       Experience in data collection, key informant interviewing, focus group facilitation, and skills in analyzing all of these data sources.

·       Subject matter expertise in media and communications desired.

·       Experience working in multicultural teams across geographies.

·       Previous experience working on USAID or other USG-funded projects, ideally within Europe and Eurasia of similar size and scope.

·       Written and oral fluency in English.
