Org. Setting and Reporting
The Regional Commissions New York Office (RCNYO) is a joint office for coordination, representation and policy advice at the global level for the five United Nations Regional Commissions, namely the Economic Commission for Africa, the Economic and Social Commission for Asia and the Pacific, the Economic Commission for Latin America and the Caribbean, the Economic Commission for Europe and the Economic and Social Commission for Western Asia. The incumbent reports to the Director of the RCNYO.
Responsibilities
Within delegated authority, under the direct guidance and supervision of the Director of the Regional Commissions New York Office (RCNYO), and with particular focus on the 2030 Agenda for Sustainable Development, the follow-up to the Summit of the Future and agreed related sectoral agendas and policy frameworks, the Programme Management Officer will be responsible for the following duties:
- Develops, implements and evaluates assigned programmes/projects relevant to the Regional Commissions, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;
- Monitors, analyzes, reports on and provides policy advice to the Regional Commissions on policy debates, decisions by intergovernmental bodies, emerging issues and trends related to developments in the economic field;
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. and coordinates inputs from the Regional Commissions to joint reports/initiatives;
- Provides substantive support to consultative and other meetings, conferences, etc. involving or of interest to the Regional Commissions, And follow up on outcomes where appropriate;
- Contributes to the communication and outreach activities of the Office to highlight the work of the Regional Commissions, including engaging stakeholder groups to increase the profile and visibility of regional dimensions of development challenges and solutions;
- Backstops coordination efforts among the Regional Commissions;
- Coordinates and backstops activities related to the funding and programmatic cooperation among the Regional Commissions and prepares related documents/reports (work programme, programme budget, submission of proposed projects from the Regional Commissions to be funded by the Development Account; etc.);
- Coordinates the participation and contribution of Regional Commissions in global interagency initiatives as well as the participation of key external stakeholders from the private sector, civil society as well as member States, the UN system and other international organizations in initiatives led by Regional Commissions
- Performs other duties as required.

Education
- Advanced university degree (Master's degree or equivalent degree) in business administration, public administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management, including at the international level, with a focus on economic, social, or sustainable development, or a related area, is required. Experience in the United Nations system, or any other comparable international or regional organization, or working for a government supporting intergovernmental processes, meetings, or negotiations is desirable, particularly in relation to legislative and secretariat processes at the Headquarters level. Experience in the workings of the Regional Commissions is desirable. Experience in the budgetary process at the UN or comparable intergovernmental organization is desirable.
Languages
- English and French are the working languages of the United Nations secretariat. For this job opening, fluency in oral and written English is required. Knowledge of a second official UN language is desirable.
