Job Title: Partnerships Officer

Type of Contract: Local Consultancy Contract (CST Level-II)

Duration: Up to 11 months

 

Background and Purpose of the Assignment

The WFP BRU Office, established in 1996, works in close partnership with the European Union (EU) to address the most pressing food crises as well as to provide long term development solutions. The office plays a key role in mobilising funds from the EU, primarily through different Directorates-General of the European Commission (ECHO, INTPA, NEAR and FPI). The European Commission has been one of WFP’s top three donors in recent years.

This job is under the WFP BRU Strategic Partnerships team and focuses on partnerships with ECHO. The Partnerships Officer will report directly to the Deputy Director of WFP BRU, who leads the Strategic Partnerships team.  The role involves coordinating and negotiating contracts with ECHO at the Brussels level in collaboration with Country Offices, Regional Bureaux, and relevant HQ divisions. The Partnerships Officer will also contribute to developing existing partnerships with DG ECHO and other EU institutions to advocate for WFP’s work and secure resources for WFP programmes.

 

Accountabilities/Responsibilities:

Implement a work plan for the assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives. Lead coordination in the assigned area to ensure the timely and high-quality submission of ECHO funding proposals and provide guidance and supports to Country Offices for efficient management of ECHO contracts. Support Country Offices in negotiating favourable terms in ECHO contracts and promptly alert them to potential risks, including reputational and financial risks, enabling timely interventions from Brussels management and relevant HQ divisions.  Support functional units, Regional Bureaux (RBs), and Country Offices (COs) in developing partnership strategies, including Partnership Action Plans. Provide assistance with partnership and contribution management, ensuring alignment with corporate norms, processes and legal agreements, and offer support for high-quality proposal and report writing through collaboration with other WFP entities and external stakeholders. Engage with other functional units, RBs and COs on WFP’s thematic, regional and country-specific offerings, developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global fora; Support alignment of partner engagement across the organization. Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that compliance with partner conditions. Facilitate corporate dialogue with partners through preparation of quality briefing materials; Proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP; Support the preparation of joint events (e.g. UN pledging conferences) that can advance WFP interests and objectives. Gather and share partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFPGo), and assess results. Facilitate partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, guided by assessments, analysis and due diligence; Present recommendations to senior management and ensure follow-up. Contribute to the preparation of partnership proposals, strategic agreements, joint strategies and/or MOU, taking into account corporate norms, processes and external regulations; Ensure quality control of content by engaging with relevant functional units, RBs and COs. Use socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.

Deliverables at the end of the Contract:

Timely submission of ECHO funding proposals and mobilisation of resources for the assigned area.

Essential requirements:

  • Extensive experience working within the UN and/or the EU, at HQ and/or in the field.
  • Robust understanding and knowledge on EU strategies and priorities, especially those related to humanitarian aid.
  • Demonstrated experience in developing partnerships with EU and managing EU contributions.
  • Solid understanding of WFP programme and emergency operations at the country level.
  • Experience in designing and managing resource mobilization processes, negotiating contract terms, and providing resourcing advice to senior management. Familiarity with engaging a complex and demanding donor.
  • Minimum five or more years of relevant professional work experience in partnership roles.

 

 

STANDARD MINIMUM ACADEMIC QUALIFICATIONS: Education:

Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

 

Language:

Excellent command of spoken and written (level C) in English language. Fluency in French and/or Spanish is preferred but not mandatory.
