CONTEXT :
As part of the reorganization of the technical departments, a new Programming entity is created. This entity will be responsible for orchestrating the drafting of the "StraTech" (technical strategies) and the associated Programming Strategy and supporting their operational deployment in close collaboration with the technical departments, the geographic departments and our field programs.
JOB OBJECTIVES:
As Senior Programming Officer:
• At the level of the development of the HI Programming Strategy: You support the process of drafting the Stratech and the programming strategy which results from it:
• You ensure the creation and animation of the process of drafting the technical management strategy, a three-part document:
• a technical meta-strategy describing the issues common to all Stratechs serving the HI Federal Strategy,
• a series of sectoral Stratechs** covering all HI intervention Sectors,
• a HI programmatic strategy translating the Straechs into typologies of projects deployed by HI in its Programs as well as the exhaustive catalog of intervention methods supported by the technical departments;
• You lead each cycle of writing the Stratech and the HI programming strategy
• You support technical departments in drafting a coherent set of mutually accountable Stratech
• You ensure the operational implementation of the Programming strategy aimed at ensuring the proper implementation of the StratTech and the HI Programming Strategy in the StratOp (operational strategies) of the Programs;
• You provide the technical operational interface to the Programs: you develop the voice of technology towards and in the Programs, for this you support the technical departments in the animation of the profession and the technical community in the Programs so that the technical resources and processes in place are in line with the ambitions set in the StraTech and StratOp.
• You orchestrate technical-donor interaction: you ensure the coordination of technical departments on subjects interfacing with institutional donors.
REQUIRED PROFILE:

• Fluency in French AND English (oral and written) is essential for this position.
ACCESSIBILITY OF THE WORKPLACE:
The premises are easily accessible by public transport (bus, metro). A car park and a bicycle park are also available. Within the building, access ramps and elevators guarantee better circulation. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The workspace is very bright.
