Position description

Project Title: Climate Strategy Project
Expert Position: International Climate Law Consultants/SME
Work Type/Location: Remote/International (ASEAN)
Deadline of Submission: October 23, 2024 (Tuesday)
Project Duration: 6 months
Project Objective
The project aims to provide support to enhance climate ambition in the region and accelerate implementation of Nationally Determined Contributions (NDCs) in the region based on robust evidence and with a sound resource mobilisation plan. 

Scope of Work
The consultant is expected to provide technical expertise and lead in conducting the following deliverables: 

a. Workshops / Learning Exchanges
b. Development of Learning module and materials 
c. Compilation of summarized case studies in two ASEAN 
d. Member States including the Philippines
e. Conduct post-activity survey compared against a baseline study
f. Development of technical papers on policy with regards to net zero and climate LTS 
g. Project Completion Report

Qualifications/ Requirements
Education/Training: Master in Environment, Sustainability, International Law, Climate Change and other relevant courses. 

Language: English

Professional experience: 
- Expertise in international climate law, including UNFCCC requirements for NDC submission and reporting.
- Deep understanding of the political economy of ASEAN and its member states.
- Familiarity with climate finance needs, mobilization channels, and their integration into national development plans in ASEAN.
- Knowledge of country-level GHG modeling, sensitivity analysis, and MRV (Monitoring, Reporting, and Verification) systems for national GHG reduction targets.
- Experience advising on the development of NDCs for ASEAN member states.
- Familiarity with the 2050 Pathway Calculator as a climate policy tool.
- Proven experience working in the Southeast Asia context.
- Experience in moderating and delivering climate policy and financing trainings for public officials.
- Experience mainstreaming GEDSI (Gender Equality, Disability, and Social Inclusion) in professional work.
- Skilled in facilitating courses/trainings, including event planning, documentation, logistics, and preparing surveys/questionnaires.
- Up-to-date knowledge of international climate policy discussions relevant to ASEAN.
