iDE Madagascar is seeking a Program Manager (PM) to provide technical, financial, administrative, managerial, and leadership support for the RANO Maharitra project. The RANO MAHARITRA project is a 5-year project funded by the United States Agency for International Development (USAID). CARE International leads the project in consortium with various partners. The RANO MAHARITRA project promotes a systemic approach to promote sustainable and locally managed WASH services, focusing on GESI-DEIA and localization to empower communities, especially women and youth. The project is implemented in seven regions of Madagascar: Atsimo-Atsinanana, Anosy, Androy, Betsiboka, Fitovinany, Sofia, and Vatovavy. In RANO Maharitra, iDE supports the integration of human-centered design (HCD) and market-based MBS approaches into implementation strategies and provides ongoing technical advisory and capacity-building support on HCD and MBS to CARE and partners.

In collaboration with the Government of Madagascar (GoM) and various experts, the program aims to improve sustainable and equitable access to water, sanitation and hygiene (WASH) services for rural households across four components:

1. Component 1 (C1): Strengthen governance and capacity for access to WASH services.
2. Component 2 (C2): Increased financial support to the WASH sector.
3. Component 3 (C3): Improving the supply of WASH products and services.
4. Component 4 (C4): Stimulate demand for WASH products and services. 

SCOPE OF THE INTERVENTION

The Program Manager (PM )will provide technical, financial, administrative, and managerial leadership support for the RANO Maharitra project. He/she will lead and oversee iDE’s technical contribution to the RANO Maharitra project, ensuring iDE’s work scope is delivered on time and within budget, and liaise with CARE International and RANO Maharitra Senior Management Team on regular basis. Under the supervision of the iDE Madagascar Country Director, the MBS PM will work closely with iDE Global Program Staff (WASH, Innovation Lab, GEDSI, MERL), iDE Global Operations, and Finances. The PM supervises iDE junior staff. 

Requirements

DUTIES AND RESPONSIBILITIES:

Project Management

• Strategy. Develop project implementation strategies in line with iDE’s mission, values, and goals and in collaboration with the iDE Madagascar Country Director, iDE Global WASH Director, and other internal and external stakeholders. Contribute to strategy, work plans, directions, and priorities of the RANO Maharitra WASH program. 
• Staff Management. Supervise iDE RANO Maharitra staff including MBS specialist and SBC specialist and consultants. When required, recruit, train, and manage personnel with the necessary skills and experiences to execute the activities of RANO Maharitra. 
• Contractual Deliverables and Reporting. In collaboration with the Country Director and HQ Programs, will ensure timely submission of project reports and other communications requirements as required by funders, partners, and iDE. Submit iDE’s contribution to monthly and quarterly reports, annual work plans and budgets, and all other reports required by CARE and USAID.
• Activities Implementation. The PM will oversee the day-to-day activities of the RANO project, ensuring that they are completed on time according to the implementation plan.  
• Financial Control. In consultation with the iDE Madagascar Director of Finances and Administration, the PM will monitor the RANO country office budget and expenses, ensure control costs, and collaborate with the iDE Madagascar Director of Finance and Operations to ensure sound financial accounting, forecasting and reporting.
• Compliance. Ensure compliance with iDE policies and procedures, relevant laws of the Government of Madagascar, and agreements with donors and clients.
• Collaboration and Coordination. Participate in in-person regular coordination meetings with CARE and RANO Maharitra’s DCOP and Senior Management Team across all four components and other partners/sub-awardees as needed. Meet regularly with the iDE Madagascar and the iDE Global WASH Director and as needed, with other internal stakeholders, such as iDE Headquarters staff and representatives of iDE country programs.
• Partners and Stakeholders Engagement. In consultation with the Country Director, manage relationships with CARE, project partners, clients, and other relevant sector stakeholders.
• Leadership. Motivate, guide, coach, and set a positive example for staff, ensure that staff understand, and keep their efforts directed toward achieving project goals. Foster an organizational culture that balances a strong commitment to results with respect and care for individuals. 

Technical Support

• Translate HCD market insights into strategic and operational MBS activities. 
• Develop a deep understanding of the RANO Maharitra’s strategy and implementation roadmap in order to orient and coach project staff to effectively implement HCD and MBS project activities and reach project targets.
• Provide technical support and backstopping on RANO Maharitra’s HCD and MBS implementation activities and deliverables including technical innovation, market research and analysis, intervention design and implementation, and monitoring and evaluation.
• Consolidate and reflect on regular field progress updates from implementing partners to provide follow-up recommendations to continuously adapt, align, and improve on MBS strategy, supporting progress towards basic sanitation targets.
• Manage and coordinate the design and implementation of the sanitation willingness to pay consultancy.
• Collect and contribute inputs on how MBS and HCD components can be integrated into other SBC strategies (e.g. Innovative CLTS, VSLA) and into government planning and strategies to reach ODF.
• Collect and contribute inputs on market-based models for water, on-site fecal sludge management, and menstrual health and hygiene. 
• Collect and contribute inputs on the program’s gender, equity and social inclusion (GESI) approach and localization principles.
• Lead MBS knowledge management, thought leadership and learning agenda. Question assumptions, iterate, and continuously improve on processes and strategies. 

Qualifications

• Degree in Development, Engineering, Business Management, WASH, or other relevant fields or equivalent experience required; Master’s degree or higher preferred.
• 5 years of relevant project management experience required; 
• Experience managing complex projects and working with diverse teams to achieve results. At least two years of USAID project management or sector experience preferred.
• Technical knowledge and implementation experience in WASH, human-centered design, and market-based approach. Other relevant experience in entrepreneurship, market systems development, product design and innovation, gender, and/or climate resilience strongly preferred.
• Proven know-how in monitoring and evaluation and adaptive management.
• Proven ability to manage and effectively use financial management information systems.
• Strong management and problem-solving skills; effective use of independent judgment.
• Strong interpersonal skills and the ability to communicate effectively with a range of constituencies and lead a strong team in a diverse community.
• Excellent written and oral communication skills.
• Fluency in French is required. Fluency in Malagasy and English is a key asset.
• Proficiency in MS Office suite; experience with G Suite preferred
• Proven track record of working in a multicultural environment.
