Position description

Clearance: TS/SCI (Can start with TS/SCI Eligibility) 

Education: BA/BS in a national security, geopolitical, or international-related field (or an AA/AS plus an additional 4 years of related work experience) 

Outcomes: 

The successful candidate is expected to accomplish the following outcomes during the first year in the position:  

  • Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request. 

  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks. 

  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation. 

  • Master position tasks within 60 days and exceed requirements within 90 days. 

Responsibilities: 

The Strategy, Plans, & Policy Integrator SETA Specialist (Journeyman) supports the CDM OUSD to provide intelligence analysis and strategic assessments; conducts intelligence research, prepares and presents intelligence briefings; prepares intelligence assessments and studies; and prepares concise written reports. Per section 1.3.5 of the PWS, specific tasks and responsibilities include but are not limited to: 

  • Provides off-site technical intelligence and management support to CDM requirements. 

  • Conducts scenario planning and risk assessments for strategic planning purposes. 

  • Assists with developing recommendations and action plans to address strategic challenges. 

  • Assists with drafting reports, briefings, and presentations on defense strategy and policy issues. 

  • Monitors and assesses the impact of policy changes on defense operations. 

  • Supports collaboration with government agencies, defense organizations, and stakeholders on policy issues. 

  • Provides support for strategy formulation, implementation, and evaluation. 

  • Works collaboratively with other intelligence analysts and technology specialists. 

  • Creates actionable information activities intelligence (e.g., military intelligence analysis) across the various intelligence disciplines/domains or scientific and technical intelligence; or, within the business, competitive, and market intelligence domains. 

  • Produces intelligence reports in a variety of formats for concise, succinct, and clear delivery (RR #46). 

  • Develops expedited intelligence reports by utilizing advanced text and visual analytics. 

  • Contributes to development of long-term strategic plans and national defense objectives, while keeping abreast of geopolitical developments and emerging security threats. 

Qualifications: 

The candidate must have the following qualifications: 

  • Minimum of five (5) years of related work experience. 

  • Minimum of four (4) years of specific functional experience in the following areas:  joint intelligence planning, all-source analysis, support of expeditionary task forces, and/or direct experience in development of wargames and table-top exercises  in support of a DOD component. 

  • Knowledge of defense acquisition and procurement processes, including policy implications. 

  • Familiarity with defense budgeting and resource allocation principles. 

  • Proficiency in technology applications, design concepts, and operations associated with classified DoD computer networks.  

  • Familiar with military intelligence., or business, competitive, and market intelligence domains. 

  • Familiar with working with classified and sensitive information while adhering to security protocols and clearance requirements. 

  • Good verbal and written communications skills and the ability to brief. 

The following qualifications are desired: 

  • Experience in drafting or updating doctrine or policy. 

  • Experience in providing support to coalition, NATO or bilateral military activities.  

  • Experience in Data analytics text enablers such as: various AI tools, and/or data analytics tools like Tableau, Python, Power BI, or other. 

  • Understanding of international relations, diplomacy, and military alliances in the context of defense strategy. 

Travel: Some local travel and TDY may be required, less than 10%.
