Position description

Based in our London offices, we are looking for a Managing Consultant with Governance and Public Sector Reform Expertise to join our established and expanding International Consulting team. 

The International Consulting division of ICF International works for international aid agencies (such as the UK’s Department for International Development (DFID) and EuropeAid) and other financing organisations (such as the World Bank and Asian Development Bank) on international development projects and programmes that alleviate poverty, support clean energy and the environment, and support other social needs.  We have a wide range of projects which reflects the diversity of our work and policy coverage, examples include: DFID’s Nigeria Learning, Evidence and Advocacy Partnership; Monitoring and Evaluation of EU Support to Iraq; and the Evaluation of DFID and ECHO’s humanitarian programme in the Sahel region of Africa. 

As a Managing Consultant, from day one you will have the opportunity  to lead and contribute to a diverse range of projects and proposals for clients throughout the world, particularly those operating in Sub-Saharan Africa and South Asia. A member of the core team, you will work with like minded international development specialists who have a passion for applying their skills and knowledge to help solve complex problems for our clients.   

To be successful you will have significant expertise in Governance and Public Sector Reform and you will understand what it takes to construct and deliver successful governance projects in challenging international contexts.


  • Master’s Degree in Public Policy/International Development/ International Relations/ Economics or related field. 

  • Strong project management expertise. 

  • Significant experience working with DFID and at least one other major bilateral or multilateral donor – preferably either the World Bank or EuropeAid. 

  • Experience of winning and successfully delivering governance and public sector reform projects for DFID and other clients. 

  • Significant experience working on international projects, preferably in Sub-Saharan Africa and/or South Asia. 

  • Substantial technical expertise in at least two of the following areas: evidence-based policy development; political economy; civil service reform; local governance and decentralisation; service delivery; accountability and transparency; civil society; anticorruption; public financial management; fragile states and/or monitoring and evaluation

  • Identify and contribute to business development and marketing opportunities.
