Position description

In the US and abroad, the Trump Administration and Congress are poised to significantly undermine women’s and girls’ sexual and reproductive rights. In the first six months of 2017 alone, the Trump Administration has reinstated and expanded the “global gag rule;” cut off funding for UNFPA; and proposed drastic cuts to reproductive health and family planning funding, among other actions, which would restrict women’s access to comprehensive reproductive health care and threaten their health and lives. This two-year program officer position will work in Washington, DC as part of IWHC’s US Foreign Policy team to resist regressive laws and policies, build new alliances and strengthen champions for sexual and reproductive health and rights. In particular, the Program Officer will play a leading role in shaping and executing IWHC’s advocacy strategies, with a focus on developing highly strategic and impactful advocacy messages, campaigns, materials and events. The Program Officer will cultivate relationships and advocates with key decision-makers, mobilize alliances to support the health and human rights of women and girls and expand the visibility and voice of the IWHC and our partners in DC and globally. 

Duties & Responsibilities:

  • Assist in the design and implementation of U.S. foreign policy and international policy activities:
  • Provide conceptual and strategic leadership on IWHC’s strategy in Washington, DC and at the UN;
  • Implement creative and effective advocacy strategies and campaigns to influence the policy and programs of U.S. government agencies, and Congressional actions including legislation, votes, statements, and funding.
  • Represent IWHC at meetings and initiate, lead and participate in alliances and coalitions, particularly those focused on advocacy messaging;
  • Develop messaging guidance on key USFP advocacy priorities for internal use, advocacy and public engagement. 
  • Conceptualize, write, present, and publish papers, op-eds, articles, factsheets, blog posts and other advocacy materials; 
  • Collect stories on the impact of USFP on IWHC partners and create platforms to give voice to IWHC partners in USFP advocacy efforts;
  • Design and convene public-facing events, seminars and issue-specific panels in Washington, DC, including congressional briefings, and at the international level
  • Cultivate new and maintain ongoing relationships with a range of stakeholders, including legislators and staff in both the House of Representatives and the Senate.
  • Work with the Communications team to ensure synergy between USFP advocacy and communications efforts; contribute to the development of a DC media strategy, as well as press releases, media advisories, and social media toolkits, as needed.
  • Contribute to the overall development and strengthening of the organization, including through participation in strategic thinking and program planning processes and cross-team efforts. 
  • Other duties as assigned.


  •  Demonstrated commitment to and passion for gender equality, human rights and sexual and reproductive rights and justice.
  •  Bachelors’ degree required; masters’ degree or equivalent preferred.
  •  Five years of relevant advocacy and/or campaigning experience. 
  •  Experience working with Congress; Senate experience a plus. 
  •  A strong record of developing and implementing communications strategies for advocacy.
  •  Exceptional ability to think strategically and tactically, to communicate clearly and to persuade.
  •  Clear and compelling writer with a demonstrated ability to convey complex policy ideas to lay audiences.
  •  Proven ability to advance an agenda while building and maintaining alliances.
  •  Sound political judgment, poise, tact and excellent interpersonal skills.
  •  Dynamic self-starter, able to respond to short deadlines and adapt quickly to changing circumstances.
  •  Willingness and ability to travel domestically (to NYC regularly) and internationally on occasion
  •  Fluency in English; French or Spanish a plus. 
  •  Excellent computer skills, including proficiency with Microsoft Office.
