Position Description: 

The Senior Program Officer is part of the Program Team at GoodWeave’s international secretariat that leads overall program strategy together with the three country teams in India, Nepal, and Afghanistan. This position will focus on leadership and project management for a US Department of State-funded JTIP program addressing forced and bonded labor in India (80%), as well as other program and organizational support (20%). The portfolio will include collaboration and coordination with staff based in the US and South Asia.

The Senior Program Officer reports to the Senior Manager, Standards and Certification. The position is based in Washington, D.C., with regular travel to South Asia. The successful candidate will be highly motivated, well-organized, and adept at building relationships inside and outside the organization, especially with bi-lateral donors such as the US Department of State. S/he will have technical expertise in management of USG-funded bi-lateral grants, as well as experience developing proposals for, negotiating with, and reporting to donors. Technical expertise in project management for the development and rollout of social data collection systems, as well as significant experience in at least one of the following: forced and bonded labor, international labor standards, supply chain programming, child protection, or education is required. S/he will possess a commitment to GoodWeave’s values and work ethic.


  • Carry out overall grant management and reporting for forced and bonded labor programming and other projects.
  • Collaborate and coordinate with local partner staff.
  • Oversee all planning, logistics, and budgets related to project.
  • Serve as a public face of the project at outside meetings, conferences and other events.
  • Provide technical leadership, guidance, and oversight related to forced and bonded labor in supply chains.
  • Provide technical leadership, guidance and oversight related to the development and use of technology for social data collection.

Experience and Qualifications:

  • Experience managing US Government or other large public sector grants.
  • Experience establishing and maintaining systems for managing project operations, including meeting deadlines, achieving targets, and preparing required donor reports.
  • Experience maintaining working relationships and negotiating with project stakeholders, and engaging in coalition building and public-private partnership promotion.
  • Experience developing proposals and winning awards from US Department of State, USAID and/or other bi-lateral or multilateral donors.
  • Demonstrated success managing projects addressing issues related to labor rights, supply chains, sustainable production and/or the development and rollout of social data collection systems.
  • Ability to travel internationally including to field programs in India about 25% of time.
  • Undergraduate degree required, Master’s or other advanced degree a plus.
  • Fluency in English required, other languages such as Hindi, a plus.
  • PMP certification and/or knowledge of SmartSheet for project management strong pluses.
  • Knowledge of and experience working in India, a plus.
