Position description

EnCompass LLC is seeking a Business Development (BD) Associate to support on-going business growth. The BD team manages the full cycle of new business development activities in the international development sector, including the identification and tracking of new business opportunities and the support, management, and production of proposals. The BD Associate’s primary areas of responsibility will include coordinating proposal teams and processes, supporting proposal recruitment activities, drafting proposal sections, and developing and maintaining knowledge management (KM) systems. We are looking for someone who is highly organized with strong interpersonal skills and advanced writing skills.

The position is based at EnCompass headquarters, in Rockville, Maryland.  


Position Duties and Responsibilities

Essential functions include:

  • Support the Business Development team throughout all phases of a proposal process, including research for new business activities regarding clients and competitive landscape
  • Support partner outreach and engagement for new business activities, including developing capability statements and attending partner meetings
  • Support recruitment efforts for proposal activities by the EnCompass Talent Acquisition team by identifying and sharing requirements for proposal consultant candidates
  • Contribute to proposal development by drafting past performance, staffing, and capability sections
  • Support development, formatting and editing of BD-related materials
  • Coordinate communications and flow of information and data for external partners on large, multi-partner bids
  • Populate and maintain BD-related files and knowledge management platforms
  • Assist Communications and Business Development teams in developing marketing collateral for use at client meetings and industry events
  • Support the Talent Acquisition team by and representing and promoting EnCompass at networking and industry events
  • Present at All Staff and Business Development team meetings, as needed, including the development of engaging and informative presentations
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass
  • Other duties as assigned


  • Minimum of a Bachelor’s degree and four years’ experience or Master’s degree and two years’ experience. Degree in International Relations, Business or Management, Political Science or related field preferred

Experience and Skills

  • Experience in the international development sector with a knowledge of donors’ procurement and proposal development processes
  • Advanced organizational and time management skills along with a demonstrated ability to manage multiple projects simultaneously; ability to coordinate efforts to ensure timely delivery
  • Strong written and oral communication skills and ability to conduct interviews with potential consultants
  • Knowledge of KM systems and processes, and online tools for project and team coordination
  • Demonstrated mastery of the English language with advanced writing skills, superior spelling, punctuation, and grammar
  • Proposal development experience with demonstrated ability to align solicitation and team member requirements with potential consultant experience and expertise; ability to analyze, synthesize, and present information in a concise, creative manner
  • Dependability, reliability and a willingness to work outside required set hours when deadlines require
  • Proficiency with Microsoft Office 365 Suite and apps, particularly Excel, and/or Tableau, as well as online tools such as Adobe Connect
