Position description

This position is located within the Office of Volunteer Recruitment and Selection (VRS), Office of Recruitment and Diversity (ORD) and reports directly to the Regional Recruitment Supervisor (RRS). The position may be located throughout the U.S. at one of the Peace Corps locations, or may work remotely from an alternate workstation. The incumbent serves as a senior recruiter to expand Peace Corps program awareness to new markets and recruit qualified applicants for volunteer services.

The Senior Recruiter performs the following major duties:

  • Demonstrates creative sourcing skills using traditional and non-traditional techniques including social media channels, calling, direct sourcing and networking.
  • Builds, maintains and leverages networks of key influencers and stakeholders to promote Peace Corps awareness.
  • Researches new opportunities in how to find and attract new talent.
  • Collaborates with Public Affairs Team to effectively promote Peace Corps events.
  • Develops and maintains a strategic annual recruitment plan in accordance with the National Recruitment Strategy, National Recruitment Calendar and Annual Recruitment Planning Timeline and Guidance.
  • Conducts research and analysis on past and current recruitment practices and various talent market conditions to support development of future volunteer recruitment strategies.
  • Updates and maintains the lead and event management system as plans are executed to provide accurate reporting.
  • Maintains accurate and up-to-date records for all leads, stakeholders and organizations in the database.
  • Troubleshoots unusual conditions related to database, processes and procedures.
  • Mentors, trains, and provides support to other Recruiters serving as a subject matter expert on Peace Corps recruitment.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

PC-1336 Form: Applicants who are found to be otherwise qualified will be required to submit upon request in the future a completed PC-1336 form, or narrative signed statement, indicating whether the applicant has been involved in or has had any connection with intelligence activities or related work and, if so, the nature and dates of his or her involvement. Failure to meet this requirement will result in the applicant being rated ineligible for further consideration. If you have any other type of possible intelligence connection, your application will not be further considered until you submit this form. Except when the CIA or the National Security Agency (NSA) is involved (see below), if your connection with an Intelligence Agency involves an immediate family member who works or has worked in intelligence, the immediate family member should complete the form, not the applicant. Time-in-Grade Requirements: Any individual who is currently holding, or who has held within the previous 52 weeks, a position in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees (including internal employees), must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. Qualifying experience for the FP-4 level includes one year of specialized experience at least equivalent to the FP-5 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience with wide range of recruitment concepts, practices, laws, regulations, policies; Experience developing and conducting creative recruitment campaigns; Experience providing recommendations to management, and assistance to other recruiters; Experience entering, editing, and analyzing data in a database management system; Experience cultivating, engaging, and converting prospective candidates into applications.


Ph.D. or equivalent doctoral degree


3 full years of progressively higher level graduate education leading to such a degree
