Position description

This Direct-Hire position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of the Commissioner (OC), Office of Policy, Legislation and International Affairs (OPLIA), Office of Legislation (OL), located in Silver Spring, MD, which provides strategic policy and legislative leadership, planning, and data-driven analysis for the Food and Drug Administration to more effectively and efficiently protect and promote the public health.

Responsibilities

  • Manage all aspects of Congressional oversight and investigations; document requests and related Congressional briefings in assigned issue areas.
  • Manage all aspects of Congressional hearing and briefing preparations, including preparing written and oral testimony and talking papers.
  • Provide authoritative information, analysis and guidance on legislative, regulatory, and policy questions and summarize alternatives for consideration by FDA and HHS policy makers.
  • Serve as an Agency point of contact for Congressional committees and individual member offices to explain FDA?s established policies and procedures, including responding to inquiries, requests and correspondence regarding FDA's regulatory policies.
  • Develop Agency staff papers, summaries, charts, and reports requested by Members of Congress, their committees and staff.
  • Edit transcripts of testimony prepared by FDA participants in hearings, and submissions for the record, as may be requested.

Qualifications

The position of Congressional Affairs Specialist falls under the 0301 occupational series. To qualify for this position at grade GS-13, you must meet the following:

Minimum Qualifications
Specialized Experience
. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

  • You must possess 1 year of specialized experience equivalent to the GS-12 in the Federal service that includes experience: analyzing, evaluating, and interpreting legislative proposals as it relates to public health programs; drafting formal reports, legislative proposals, testimony, and other briefing materials relative to public health programs/legislation; representing the organization at meetings and conferences; and serving as an advisor on congressional needs and pending legislation affecting public health programs.

NOTE: Voluntary experience may be used to qualify.
