The National Association of Regulatory Utility Commissioners (NARUC) has openings for two Program Managers (PM) in the International Programs Department. The department seeks to empower the global community of regulators to drive meaningful change in their energy sectors. Working in partnership with U.S. and international government officials, our projects support real improvements in the quality and effectiveness of regulation in foreign countries through dialogue and collaboration. We utilize the talents and expertise of state commissioners and staff in our work, sharing the best of what the NARUC community has to offer.
This position requires significant experience in client communications, program planning, implementation, impact assessment and logistical coordination of large-scale international and domestic events involving multiple stakeholders. The position also works with the program team and foreign partners to develop strategic goals and milestones for individual projects to achieve forward planning in order to implement the project vision and work plans. The position reports to the Director or Deputy Director in the International Department.
The Program Manager coordinates reporting, oversees program implementation and may supervise/train program staff. The position requires a sound knowledge of the energy sector and issues facing emerging and transitioning economies. The PM manages the progress of several projects to ensure planning, implementation and reporting meet specified project timelines.
Project Management and Technical Support
- Serves as a project leader for a small team.
- Provides program management for a portfolio of assigned projects and relevant program team to ensure that projects are on schedule, on budget, producing results, and meeting the department’s and client’s standards.
- Provides programmatic oversight for technical assistance and consulting agreements.
- Utilizes program management tools, such as project charters, work breakdown structures, RACI, etc., to improve planning and workflow.
- Works closely with Supervisor to ensure harmonized approach to project design, implementation and communication for projects, ensures this approved approach is implemented by program staff.
- Oversees conceptual development and submission to client of project work plans and budgets.
- Prepares and/or oversees development of deliverables.
- Ensures high caliber deliverables (i.e., branding/marking, formatting, grammar, readability).
Reporting and Coordination with Clients and Partners
- Liaises with clients as well as US Embassies and other USG partners on issues related to relevant initiatives to align NARUC projects with strategic initiatives.
- Oversees reporting per client requirements.
- Uses ME&L strategies to gather information with partners and feed into project design.
Leadership & Training
- Provides leadership to maintain a supportive work environment, open communication accountability, collaboration and decision-making.
- Contributes to improvements in administrative and programmatic performance.
- May approve timesheets/expense report, conducts annual performance evaluations and quarterly check-in meetings.
- Trains program staff on best standards in program design, implementation and ME&L.
- Serves as a mentor to junior program staff.
Compliance & Financial Management
- Follows procurement procedures and approves expenses accordingly.
- Ensures budget adherence and timely submission of expenses.
- Maintains appropriate documentation to support program files, budget planning and expense reports, and financial audits.
OTHER DUTIES AND RESPONSIBILITIES
- Performs other duties as assigned
- BA/BS from an accredited college or university. Advanced degree in energy/environmental science, international relations, public administration or other related field is highly desirable. Minimum 5 years of progressive professional related professional experience. Exposure/knowledge of working in the nonprofit or association environment.
- Experience as a leader responsible for coaching, mentoring and leading a team is a plus.
- Knowledge of the nonprofit field and/or USG grant/contract requirements is a plus.
- Previous program implementation experience. Experience coordinating workshops in developing countries
- Language proficiency in geographically-relevant regions strongly preferred (French, Russian or Spanish). In-country living or travel experience beneficial.
- Demonstrated experience in event planning and management.
- Specific knowledge and experience with EU requirements is desired.
- International travel 35-45% of the time is required. (After COVID-19 travel restrictions are lifted)
- US citizenship or existing work authorization is required.
- Organizational skills and attention to detail.
- Ability to work in a fast-paced environment, juggle multiple projects and meet tight deadlines.
- Demonstrated organizational and problem-solving abilities under tight deadlines are also essential. Ability to multi-task based on fluctuating priorities and requirements.
- Leadership and management skills, with the ability to develop and manage collaborative business relationships both internally and externally are a must.
- Excellent interpersonal skills and diplomacy for working with all levels of staff, external entities and NARUC leadership.
- Excellent proficiency in analytical, verbal presentation and writing skills.
- Ability to handle and maintain the confidentiality of highly sensitive information and issues.
The position is grant-funded and continued employment is based on client funding and satisfactory work performance. This is an exempt position. Salary is commensurate with experience.
