Every year over 300,000 mothers die from complications of pregnancy and childbirth with 99% of all maternal deaths occurring in the developing world. Unintended pregnancies also contribute significantly to maternal mortality. In developing countries, 214 million women and girls have an unmet need for contraception, meaning they want to avoid or postpone pregnancy but are not using a modern contraceptive method. CHAI takes an integrated Sexual, Reproductive, Maternal, and Newborn Health (SRMNH) approach to addressing these challenges, beginning with reaching adolescents with reproductive health education and services, and continues with supporting women through their reproductive years to ensure every woman is able to realize her reproductive intentions.
To reduce maternal and neonatal mortality at childbirth CHAI focuses on averting preventable deaths that can occur in the 24- to 48-hour window around the birth process by building the health system’s capabilities to prevent potential complications from becoming life-threatening, to apply proven and simple interventions to ensure survival, and to quickly refer cases to the appropriate health system level for proper treatment. CHAI aims to increase access to essential reproductive health products and services in partnership with governments by pursuing global and country-focused market-shaping opportunities and in-country engagement around guidelines, registration, tendering, procurement and service delivery. In addition, CHAI aims to strengthen government health systems and build the capabilities of ministries of health to deliver robust, integrated reproductive health programs and to counsel adolescent girls and young women on SRH.
Underlying CHAI’s approach is the development of effective, government-led management systems that serve as the backbone towards facilitating program implementation, support transition and enable governments to sustain progress, while also providing for the continued growth and evolution of a country’s SRMNH program. In particular, clear protocols for each level of the health system and routine data collection mechanisms that monitor key indicators are established and strengthened to enable managers to ensure clarity of roles and responsibilities, develop data-based long-term plans, pinpoint weaknesses in the system and troubleshoot challenges.
The Associate will provide technical and programmatic support to 2-3 program countries in Africa to support introduction of new reproductive health products and improve sexual, reproductive health service delivery. To support this work, CHAI’s Global SRH Team is seeking a highly motivated individual with superior problem-solving and communication skills who is resourceful, collaborative, and proficient in quantitative analysis. The candidate should have experience working in a fast-paced, multi-cultural environment and functioning independently with minimal guidance. The candidate must have excellent relationship-building and communication skills and ability to work effectively with others remotely.
The position will also support country teams to remain abreast of global best practices and evidence related to SRH and to translate this information into improvements in country-specific programs and approaches. The role will be expected to work collaboratively with country teams to design programs, identify country-specific opportunities for improving SRH service delivery, document and evaluate progress, and communicate lessons learned. The Associate will report to the Global SRH Program Manager. Base location is flexible, with a strong preference for a CHAI SRH program in Africa, pending Country Director Approval. Expected travel is 50%.
- Support country teams to develop targeted MOH plans (map existing resources, identify gaps and the greatest opportunities for impact, and develop strategic and operational business plans that prioritize select high-value interventions) in line with priorities for in-country project execution to reduce maternal and neonatal mortality, to reduce unmet need and reach additional users of contraception and increase access to safe abortion and postabortion care services where applicable
- Create relevant documents and tools to support program activities (e.g. costed roll-out plans, program overview materials, training materials and job aids, current state mapping, standard operating procedures, health system process flows)
- Provide country teams with global guidance and evidence required to support development of national SRMNH related policies, protocols, and guidelines to support greater access to family planning and legal abortion services and postabortion care
- Support country teams to identify gaps in country-specific SRMNH-related training and mentorship programs and to strengthen overall training and mentorship delivery (e.g. Upgrade national training modules; Conduct a geographic gap analysis to identify high priority districts and states for intensified training)
- Provide technical and analytical support to country teams to introduce new and/or underutilized products (e.g. Support development, costing, implementation, and monitoring of detailed national commodity introduction and scale up plans) and to integrate new products into existing national systems (e.g. supply chain, health information systems); Liaise with Global SRH Supplies team members as needed
- Conduct cost and impact modeling of various program approaches to inform decision-making
- Provide analytical support as requested
- SRH commodity forecasting, quantification and monitoring
- Work closely with country teams to monitor sexual and reproductive health commodity stock levels in order to 1) flag risks of stock-out and overstock in the next 6-15 months to the Global SRH Supplies team and 2) contribute to the development of mitigation actions and solutions, with global procurers and donors.
- Complete monthly stock monitoring in adherence with ‘CHAI SOP for Global Team Focal Point’, including routinely updating CHAI stock trackers in accordance with established deadlines.
- Routinely surface supply issues to manager and Global SRH Supplies team
- Support country forecasting and quantification exercises, liaising with manager and SRH Global Supplies team
- Provide other technical support on supply chain activities as needed, in collaboration with manager and Global SRH Supplies group
Program Strategy and Management
- Provide strategic and programmatic support for the design, planning and implementation of high-impact work with country teams to sustainably transform management and service delivery systems in CHAI focus countries
- Provide input on the high-level approach needed to meet in-country grant and program objectives in line with the program strategy
- Develop and support use of project work plan and deliverable management tools
- Contribute to donor reports and help coordinate input across countries
Program Monitoring and Evaluation
- Support country team M&E staff to develop, maintain and update comprehensive, feasible M&E frameworks that will generate credible, actionable and timely information
- Support development data collection tools such as databases, survey instruments and data collection protocols; and data management and analysis tools such as indicator dashboards to monitor ongoing field work if requested
- Collaborate with country teams to establish baseline and endline measures and conduct other formative research as necessary
- Support country teams with data analysis, including data quality assessments, to support optimization of country program strategies
- Support country teams to set ambitious yet feasible targets, to monitor progress toward set targets and to modify implementation as needed to achieve/exceed targets
- Support conducting of target market analysis to inform program strategies and demand generation approaches
- Participate in the broader efforts of the Global SRH team to serve as a resource and support to country teams across a wide range of subject areas by leading and/or supporting one or more “knowledge areas” within the team. This responsibility includes staying up to date on relevant literature, participating in relevant webinars or global fora, producing briefs or other knowledge products for sharing with the Global SRH team or country teams, and maintaining a Box folder or relevant resources
- Document and disseminate relevant industry best practice and key CHAI program learnings across country teams
- Work collaboratively with Global SRH Team, Global MNH Team, Global Markets Team (GMT), Applied Analytics other relevant CHAI global teams, and CHAI country teams to achieve project goals
- Frequent travel to CHAI program countries
- Bachelor’s degree in a related field with a minimum of 3 years of experience or Master’s degree in a related field with a minimum of 2 years of work experience in a demanding and fast-paced environment
- Excellent written and oral English communication skills
- Excellent Microsoft Excel skills and high level of proficiency in PowerPoint and Word
- Work experience in a results-oriented environment
- Strong analytical, problem-solving, and quantitative skills, and ability to use data to inform program development and strategy
- Willingness to work with a geographically dispersed team across multiple time zones
