About the Project

The U.S. Agency for International Development’s (USAID’s) Private Sector Engagement (PSE) Hub works to transform and modernize how USAID does development by institutionalizing USAID’s PSE policy of deploying market solutions that address development and humanitarian challenges more sustainably and at scale. The PSE Hub works to facilitate the collaboration of the public and private sectors to spur greater development impact by leveraging each actor’s unique resources, assets, and skill sets. Across all sectors, the PSE Hub works in partnership with a range of private sector partners to create a more secure and prosperous future for all.

About the Position

Dexis is seeking a Budget Support Specialist to support USAID’s PSE Hub within the Bureau of Development, Democracy, and Innovation (DDI). The Budget Support Specialist will work across a broad range of functions to track, provide oversight, and manage reporting of a new portfolio of private sector engagement activities in support of the PSE Hub’s mission of addressing development and humanitarian challenges through strategic engagement of the private sector.


  • Manage budgets for a new portfolio of private sector activities are fully aligned with USAID policies and procedures, assisting in the preparation of regular budget and programmatic reports, and coordinating internal information requests.
  • Work in direct support of the appropriation, allotment, allocation, and allowance of funds; help develop and track Congressional Budget Notification (CBN), Annual Budget Review (ABR), Change Notice (CN) as required including for requests for early release of funds, reprogramming funds between various classifications of funds, keeping track of federal earmarks, and ensuring funds are spent consistent with those earmarks.
  • Support monitoring and management of the budget for the portfolio of new private sector activities, and ensure all relevant legislative requirements are met.
  • Assist with budgeting processes related to program coordination and implementation and budget tracking with the office’s programming.
  • Make recommendations that follow detailed analysis and consideration of program requirements in relation to budgetary requirements, policies, methods, sources, and types of funding; prepare budget estimates, tables, and charts as requested.
  • Provide advice on all phases of budgeting to program and financial management officials.
  • Generate recommendations to advance PSE across the Agency; work with the PSE Hub and other USAID Bureaus to develop strategies to scale PSE programs, including technical assistance, policy, resource allocation; and identify and evaluate resources to engage the private sector.

  • Bachelor’s degree from accredited institution
  • A minimum of 5 year of experience of relevant experience
  • Strong numeracy/financial analysis skills
  • Strong facilitation and organizational skills
  • Ability to work independently and collaboratively and keep to tight timelines
  • Ability to communicate complex ideas effectively, both verbally and in writing and in English
  • Must have a proven ability to work independently with minimal supervision
  • Ability to obtain USG clearance


  • Knowledge and understanding of USAID and/or USG processes and systems; Private sector engagement experience and/or experience developing innovation processes for large organizations
