Position description

On behalf of USAID/Bangladesh, ME&A, a US based company leading the Bangladesh Monitoring, Evaluation, and Learning (BMEL) Activity, is recruiting for a Team Member/Mid-level Evaluation Specialist to participate in the mid-term performance evaluation of the Strengthening Political Landscape (SPL) Activity, a five-year project (2017-2024) aimed at strengthening political processes and broadening political participation in Bangladesh, by strengthening institutional capacity and practices of political party in Bangladesh by equipping political party activists and politically active citizens with skills (1) to be effective leaders and advocates for inclusive policies and practices within their parties; and (2) engage in constructive conflict mitigation processes.

The objective of this mid-term performance evaluation is to assess SPL's technical and programmatic validity and effectiveness, and assess SPL's progress towards sustainability.

The period of performance for this evaluation is from late January to mid-May, 2023.

  • Provide technical assistance in the evaluation of the activity. 
  • Actively participate in team meetings, site visits and the desk review of materials, and assist the team leader in developing methodologies, work plans and report outlines.
  • Assist the Team Leader in the evaluation design and methodology including drafting of the Evaluation Work Plan and data collection instruments.
  • Assist the team leader in setting and conducting interviews with relevant stakeholders. 
  • Work with the national team members to manage FGDs, KIIs and other data collection activities, analyze findings and help draft the evaluation report. 
  • Participate in presenting the report to USAID and other stakeholders and assist with addressing pertinent comments provided by USAID/Bangladesh and/or other stakeholders.
  • Assist the TL to prepare and present the draft report with preliminary recommendations for discussion with USAID and other stakeholders


  • Advanced degree in political science or other social sciences, law, international development 
  • At least eight (8) years of experience in the design management, monitoring and evaluation of democratic participation programs in an emerging economy context
  • Prior experience and ability to conduct evaluations, in particular, on democratic participation, political processes and political party strengthening programs
  • Previous experience in Bangladesh or experience in authoritarian countries desirable
  • Ability to produce high quality evaluation report in English required
  • The International Team Member must be physically present in Bangladesh during the entire evaluation period.
