Position description

We are seeking a Junior Expert (JE) to join our international team in Brussels as a key contributor to the Results Oriented Monitoring (ROM) project.

The ROM system is the external monitoring system of the European Commission. It aims at enhancing the European Commission's (EC) accountability and management capacities with a strong focus on results and support to the EU Delegations’ and Headquarters’ services by providing an external opinion, amongst other, on project implementation.

POSITION SUMMARY

The Junior Expert (JE) acts as Missions Coordinator, working in synergy with ROM experts, implementing partners, and EC operational managers based in the INTPA Headquarters and/or EU Delegations to facilitate the preparation, implementation, and follow-up of ROM missions.

KEY RESPONSIBILITIES

  • Coordinate ROM missions: plan, organize, and supervise all mission-related activities, logistics, and stakeholder engagement;
  • Collaborate with ROM experts on mission agenda, meetings, and logistics;
  • Liaise with EC Operational Managers and EU Delegations on mission organization;
  • Collect, process, and archive all mission-related documentation and information;
  • Ensure technical quality control of ROM experts' deliverables;
  • Utilize online platforms for uploading documents and mission deliverables;
  • Contribute to the analysis, synthesis, and presentation of ROM results;
  • Support contract management activities with the EC (e.g., progress reporting);
  • Provide general team support services as needed.

ESSENTIAL QUALIFICATIONS

  • Master's degree or equivalent;
  • Minimum of 3 years of professional experience in international cooperation;
  • Proficiency in English and Spanish (C1 level) as per the Common European Framework of Reference for Languages;
  • Strong MS Office skills and proficiency in using IT tools and databases.

Desirable Skills

  • Proficiency in French and Portuguese (C1 level);
  • Knowledge of EC Development policies and project cycle management;
  • Experience in monitoring, evaluation, and statistical data management;
  • Familiarity with SharePoint and/or graphic design;
  • Excellent communication, diplomacy, and interpersonal skills;
  • Detail-oriented, organized, and able to multitask under deadlines;
  • Team player with a willingness to learn and work in a multicultural environment;
  • Previous experience with EU institutions/consultancy, particularly in project support and administration.

WORKING CONDITIONS

  • Office centrally located in Brussels (part-time tele-working is an option);

COMPENSATION

The Junior Expert will invoice his/her services based on monthly timesheets.
