Position description

The Office of Atmospheric Protection (OAP) is responsible for developing and implementing national and international programs related to restoring the stratospheric ozone layer, reducing interstate transport of air pollution, increasing energy efficiency and the use of clean energy, and understanding and addressing climate change. OAP both develops and implements its regional, national, and international programs alongside stakeholders from most economic sectors in the U.S., including commercial and residential buildings, the power sector, commercial products manufacturers and retailers, energy producers and distributers, and more.

Duties

As an Organizational Development Specialist you will: 

  • Research and apply a broad range of organizational development (OD) methodologies to accomplish organizational and performance management initiatives; 
  • Contribute to the planning, development, and implementation of the Office training and development programs; 
  • Provide support for projects and programs to enable strategic human resource management decisions; and 
  • Cultivate and maintain consultative relationships with OAP management to develop strategies and interventions to address employee performance.

 

Qualifications

Applicant must have active Noncompetitive (NCE) status. To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as providing expert knowledge of project management techniques and applying organizational principles and practices. To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as analyzing organizational processes or initiatives; and developing or advising on organizational development programs or strategies.
