Position description

This position is located in the Department of Homeland Security, Under Secretary for Management, Office of the Chief Financial Officer. The Office of the Chief Financial Officer (OCFO) is responsible for the fiscal management, integrity, and accountability of the Department of Homeland Security Resources.

Duties may include: 

  • Plans, implements, and coordinates a variety of management programs residing within DHS. 
  • Develops and evaluates procedures in assigned program areas, takes or recommends actions to achieve organizational objectives, and recommends future program objectives and improvements. 
  • Responsible for developing, implementing, and monitoring sophisticated management information systems that focus on long and short range plans, policies and procedures in the direction of goals, objectives and priorities established by statutes, executive orders, and DHS. 
  • Designs and administers controls for submission of data, including data forming the basis of budget and program resources requests and decisions.

Qualifications

  • GS-09: You qualify at the GS-09 grade level if you possess one of the following: 
    • A. To qualify for the GS-09 grade level you must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal Service or equivalent in the private sector, which has given you the knowledge, skills, and abilities to successfully perform the duties of this position. 
      • For this position, specialized experience is defined as: applying analytical and evaluative techniques to issues or studies for efficiency and program operations. Applying pertinent laws, regulations, policies and precedents effecting program support resources. Developing and applying new or modified work methods and program administrative processes. 
    • OR B. A Master's or equivalent graduate degree; Two full years of progressively higher-level graduate education leading to such a degree; (or an LL.B. or J.D., if related). A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. 
    • NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level.
