Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.
Presentation of the mission
TGH has been operating in Ukraine since 2015. At the early stages, based in Kramatorsk, it supported the most vulnerable populations affected by the conflict in the Donbass region through protection assistance.
From February 2022 to October 2024, TGH established four operational bases in Dnipro, Vinnytsia, Cherkasy, and Lviv, delivering humanitarian aid through Protection activities (Case Management, Legal Aid and PSS), and Basic Needs (MPCA, Shelter, WASH), reaching a peak of about 17MEUR budget in two years.
Starting from October 2024 TGH has been focusing on Protection and Shelter in the Eastern region, supporting people in need in the Dnipropetrovska Oblast, Kharkivka Oblast, Donetska Oblast (GCA) and Zaporiska Oblast from its operational base in Dnipro and its coordination office in Kyiv, through direct and indirect implementation.
As a global nexus specialist, in parallel, TGH is also aiming to scale-up its recovery/ resilience program in the Central/ Western regions.
TGH is a member of the following Clusters and Working groups: Protection, Age and Disability Working Group (ADWG), Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) and WASH cluster.

Job description
Under the supervision of the Country Director, the Deputy Country Director for Program (DCD-P) is responsible for developing, planning and leading and ensure the quality of the programs implemented in Ukraine by TGH. The jobholder will ensure the successful development and implementation of projects within the portfolio while focusing on program strategy and development, program quality – including the crosscutting topics, donor compliance and donor/finance strategy, internal and external coordination/representation, partnership and structuration of Program Department & program staff management.
The DCD-P will also coordinate closely with Deputy Field Coordinators for Program to ensure smooth inter-departments collaboration. She/he will directly manage the following units: Grant, MEAL, Partnerships and technical Heads of program (Protection, Basic Needs).
More specifically, key responsibilities are:
Program Implementation and Development
Capacity Building and Management
Directly supervise the Head of MEAL Department to ensure quality MEL within the mission; ensure MEAL Team’s role in the project cycle is carried out as necessary.
Directly supervise Grants Team to ensure effective reporting and proposal development at mission.
Directly supervise the Heads of Programmes to ensure programmes are in line with donor guidance and strategy, meet cluster recommendations, and fit the overall country strategy.
Support the field teams in building the capacity of the Partnership Team.
Ensure smooth collaboration between all departments under Programmes vis-à-vis one another but also the Support departments for effective mission functioning.
Where necessary, build the capacity of the programme department directly at mission level or link with HQ for technical advisory.
In all cases, mission-level RACI should be the reference in understanding the specific responsibility at DCD-P level

Security, working and living conditions
Despite the fluctuating security situation in Ukraine, the environment in Kyiv is relatively calm and travel on foot or by taxi is permitted in the city center and it is possible to go out in bars, restaurants. There is country wide government-imposed curfew in place from 24:00 to 05:00 according to the martial law in force in the country. TGH team works in spacious and well-equipped offices in the city center with availability of shelters. Access to good internet connection in the offices and accommodations.
