Position description

Salaried contract, gross monthly salary from €3,296 to €3,708, monthly perdiem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months. No family duty station.

TGH background

Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.

Presentation of the mission

TGH has been operating in Ukraine since 2015. At the early stages, based in Kramatorsk, it supported the most vulnerable populations affected by the conflict in the Donbass region through protection assistance.

From February 2022 to October 2024, TGH established four operational bases in Dnipro, Vinnytsia, Cherkasy, and Lviv, delivering humanitarian aid through Protection activities (Case Management, Legal Aid and PSS), and Basic Needs (MPCA, Shelter, WASH), reaching a peak of about 17MEUR budget in two years.

Starting from October 2024 TGH has been focusing on Protection and Shelter in the Eastern region, supporting people in need in the Dnipropetrovska Oblast, Kharkivka Oblast, Donetska Oblast (GCA) and Zaporiska Oblast from its operational base in Dnipro and its coordination office in Kyiv, through direct and indirect implementation.

As a global nexus specialist, in parallel, TGH is also aiming to scale-up its recovery/ resilience program in the Central/ Western regions.

TGH is a member of the following Clusters and Working groups: Protection, Age and Disability Working Group (ADWG), Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) and WASH cluster.

In 2024, the most pressing needs in Ukraine include:

• Cash and financial support: To help people meet basic needs amidst economic disruption.
• Protection support: Ensuring the safety and well-being of civilians, especially vulnerable groups.
• Shelter/NFI: Providing adequate and safe housing and essential non-food items
• Winterization: Ensuring access to warmth and shelter during the winter months.
• Medicines and medical supplies: Addressing shortages and providing trauma and mental health care.
• WASH (Water, Sanitation, and Hygiene): Restoring access to clean water and sanitation to prevent disease.

Job description

Under the supervision of the Country Director, the Deputy Country Director for Program (DCD-P) is responsible for developing, planning and leading and ensure the quality of the programs implemented in Ukraine by TGH. The jobholder will ensure the successful development and implementation of projects within the portfolio while focusing on program strategy and development, program quality – including the crosscutting topics, donor compliance and donor/finance strategy, internal and external coordination/representation, partnership and structuration of Program Department & program staff management.

The DCD-P will also coordinate closely with Deputy Field Coordinators for Program to ensure smooth inter-departments collaboration. She/he will directly manage the following units: Grant, MEAL, Partnerships and technical Heads of program (Protection, Basic Needs).

More specifically, key responsibilities are:

Program Implementation and Development

• Lead the overall implementation of programmes in the country, and ensure delivery of quality and compliance across all activities in line with donor and organizational guidelines.
• Coordinate the Head of Porgrammes and Grants team to lead the development of a country programme strategy, alongside the development of materials such as brochures to be used for business development with donors and other stakeholders.
• Actively participate in the development of the TGH’s strategy.
• Ensure regular assessments and monitoring activities are initiated by the MEAL Team, and ensure dissemination of reports across the mission as well as relevant stakeholders.
• Ensure quality and coherence in proposals and reports developed by Grants Team.
• Ensure all departments in the mission have a clear vision of programmes, and that information required by the different departments is disseminated in a timely manner.
• Advise the field teams on technical programme quality alongside HoPs, build capacity of the Base Programme Manager to take the lead at base level in programmes.
• Support the CD/Field Coordinator with Programme talking points for institutional/stakeholder representation purposes.

Capacity Building and Management

• Directly supervise the Head of MEAL Department to ensure quality MEL within the mission; ensure MEAL Team’s role in the project cycle is carried out as necessary.

• Directly supervise Grants Team to ensure effective reporting and proposal development at mission.

• Directly supervise the Heads of Programmes to ensure programmes are in line with donor guidance and strategy, meet cluster recommendations, and fit the overall country strategy.

• Support the field teams in building the capacity of the Partnership Team.

• Ensure smooth collaboration between all departments under Programmes vis-à-vis one another but also the Support departments for effective mission functioning.

• Where necessary, build the capacity of the programme department directly at mission level or link with HQ for technical advisory.

  In all cases, mission-level RACI should be the reference in understanding the specific responsibility at DCD-P level

Representation and External Coordination

• Support the Country Director in new business development.
• Ensure that TGH is well represented at all levels of humanitarian coordination as they relate to programmes.
• Represent TGH in Consortium at DCD level.
• Represent TGH with donors alongside CD or as requested by CD.
• Lead meetings with existing/potential national and international partners, refer to CD when taking lead.
• Represent TGH at field level alongside Field Coordinator, in case of need.

This list of responsibilities could be modified according to the needs in the field.

Security, working and living conditions

Despite the fluctuating security situation in Ukraine, the environment in Kyiv is relatively calm and travel on foot or by taxi is permitted in the city center and it is possible to go out in bars, restaurants. There is country wide government-imposed curfew in place from 24:00 to 05:00 according to the martial law in force in the country. TGH team works in spacious and well-equipped offices in the city center with availability of shelters. Access to good internet connection in the offices and accommodations.

Profile

• Minimum 5 years management experience in an NGO/UN environment, including significant field operations experience running both emergency and development programs at scale and in complex/remote management environments;
• Robust experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure;
• A very good understanding and working knowledge of at least 3 of the sectoral programs priorities of the Country Office ;
• Good experience in logistics/supply chain including procurement ;
• Significant knowledge of international humanitarian systems, institutions and donors (including OFDA, DFID, BHA , UNICEF, UNHCR, OCHA, ECHO) and of procedures, accountability frameworks and best practices in emergency management ;
• Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors;
• Ability to analyze information, evaluate options and to think and plan strategically ;
• An in-depth understanding of national and international development issues ;
• Previous experience of managing and developing a diverse team and the ability to lead, motivate and develop others ;
• Fluency in written and spoken English;
• Russian/Ukrainian language is an asset;
• Excellent interpersonal, communication and presentation skills ;
• Ability and willingness for work flexibility with incoming teams in the event of major emergencies.
