Org. Setting and Reporting

UNRWA, the largest United Nations operation in the Middle East with over 30,000 staff working across five areas of operation, is looking for highly committed personnel wishing to make a change. The incumbent of this post reports to the Registrar.

Responsibilities

  • Provides legal advice to the Judge on diverse substantive and procedural questions and emerging issues; drafts, reviews and advises on Judgments and Orders; ensures editorial uniformity prior to issuance;
  • Provides substantive and technical support to the Registrar of the UNRWA Dispute Tribunal in the discharge of functions under the Tribunal’s regulatory framework, including assisting in the preparation of reports, maintaining the Tribunal’s Registers, and in publishing Judgments and Orders rendered by the Tribunal;
  • Reviews submissions to the Tribunal for receivability and compliance with procedural requirements, ensuring adherence to the established framework;
  • In coordination with the Registrar, manages a complex and/or heavy load of cases filed by current and former staff members appealing administrative decisions either alleged to be in noncompliance with their terms of appointment, or relating to disciplinary measures;
  • Leads legal research on issues arising before the Tribunal, including on complex matters such as receivability, mootness, evidentiary analysis and discrimination;
  • Identifies cases amenable to informal resolution to be brought to the attention of the Judge and Registrar for potential referral to the Ombudsman.

Education

  • Advanced university degree (Master’s or equivalent) from an accredited educational institution in law. A first-level university degree together with admission to practice law in a recognized jurisdiction and an additional two years of relevant experience may be considered in lieu of an advanced university degree.

Job - Specific Qualification

  • Admission to practice law in a recognized jurisdiction is required.

Work Experience

  • At least seven years of progressively responsible and relevant professional experience as a lawyer in the United Nations, other international organization, government service, the commercial/private sector, NGO or equivalent is required;
  • Experience in managing or coordinating the work of other lawyers is required. Unless already serving as an international staff member in the UN Common System, at least one continuous year of relevant international experience outside UNRWA and outside the country(s) of citizenship is required;
  • Advanced university degree (Master’s or equivalent) from an accredited educational institution in law or A first-level university degree together with admission to practice law in a recognized jurisdiction and an additional two years of relevant experience may be considered in lieu of an advanced university degree is required;
  • Experience working in an administrative dispute tribunal of an international organization is desired;
  • Experience in litigation drafting judicial submissions or experience drafting judicial issuances for a Judge is desired;
  • Experience working on matters such as disciplinary cases, neutrality obligations, and benefits and entitlements is desirable;
  • Knowledge of UNRWA’s regulatory framework and the jurisprudence of the United Nations Appeals Tribunal is desirable;
  • Extensive experience in legal drafting and analyzing jurisprudence in English is required;

Languages

  • Excellent command of written and spoken English is required. Knowledge of Arabic is desired.
