Position description
The International Institute for Democracy and Electoral Assistance – International IDEA – is an Inter-Governmental Organization that supports sustainable democracy worldwide. Its objective is to strengthen democratic institutions and processes. The Institute acts as a catalyst for democracy building by providing global comparative knowledge resources and tools, policy proposals, and supporting democratic reforms in response to specific national requests, focusing on our workstreams electoral processes, constitution building, political participation and representation, climate change and democracy and, and digitalization and democracy. We also address gender equality and inclusion and money in politics as they relate to democracy.
The Asia and the Pacific Regional Office responds to requests from regional, sub-regional, and national actors, builds capacity through technical assistance, produces comparative knowledge resources and provides policy advice and spaces for dialogue. The current member states from the region include Australia, India, Indonesia, the Philippines and Mongolia, Currently, there are national programmes focusing on Bhutan, Nepal, Myanmar and a subregional programme in Pacific/Fiji.
The Resource Mobilization and Partnerships Adviser will coordinate planning, programme design, implementation, and reporting across the Asia and the Pacific region. The incumbent will support the Director Asia and the Pacific Region with resource mobilization efforts and partnership building, lead the development of project proposals, and provide expert inputs in one or more of International IDEA’s impact areas.
Duties and Responsibilities
- Coordinates identification of resource mobilization opportunities, mapping activities, priorities, and policies of donors at the country, subregional and regional levels; and engages with potential donors and partners;
- Translates concepts and ideas into clear and concise concept notes and project proposals, coordinating closely with internal stakeholders to ensure conformity with International IDEA policies and procedures, donor priorities and application requirements;
- Supports the Director, Asia and the Pacific Region in building and maintaining networks and partnerships with key stakeholders in the region, including with International IDEA member states, in line with International IDEA’s defined strategy and priorities;
- Coordinates the development of MoUs and cooperation agreements;
- Contributes to the development and implementation of innovative outreach strategies and a resource mobilization-specific communications strategy. Ensure donors and prospective donors are informed and engaged in International IDEA’s work in the region;
- Provides technical assistance and supports the planning and implementation of programme initiatives within one of International IDEA's workstreams;
- Provides advice to Programme Managers on improving project performance using M&E findings;
- Contributes to the annual planning process for the region;
- Supports the semi-annual activity reporting process;
- Contributes to organizational data collection systems.

Reporting line
- Director, Asia and the Pacific Region.
Education and Experience
- University degree in development studies, social sciences, public policy, international development or other relevant discipline;
- A minimum of five (5) years professional experience in planning, resource mobilization and conceptualization of projects, including drafting of concept notes and project proposals, with a focus on support to democratic institutions and civil society organizations;
- Demonstrated experience of engaging with donors, particularly DFAT, EU and FCDO;
- Experience working on democracy and governance projects in Asia and the Pacific region;
- Expertise in at least one of the following areas of democracy support - electoral process, rule of law, constitution building, gender and inclusion, climate change and democracy is considered an advantage;
- Knowledge and experience of monitoring and evaluation approaches and methodologies is desirable.
Terms of Contract
- Two (2) year fixed term appointment;
- Remuneration - EUR 4 728 per month.
