The USAID Project Management Specialist (Strategic Information/Monitoring, Evaluation, and Learning [SI/MEL]) is part of the HIV Team in the USAID/Office in Port Moresby, Papua New Guinea (USAID/Mission). This senior level SI/MEL Specialist leads the development of effective U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) strategic information and monitoring, evaluation, and learning systems in support of the full range of Contracting/Agreement Officer’s Representative (C/AOR) responsibilities to manage Mission PEPFAR programs/projects/activities.
The Senior SI/MEL Specialist applies evaluation research to the monitoring of program/project/activity implementation to document results, and to translate SI and MEL and other data into meaningful HIV policy and program improvements in the PNG context. S/he serves as a subject matter expert and key contributor to strengthening the capacity of information systems, providing senior-level technical guidance to Health Office leaders, the broader USAID Mission and interagency colleagues at U.S. Embassy Papua New Guinea, implementing partners (IPs) involved in PEPFAR program monitoring and evaluation, and within the host government. The Senior SI/MEL Specialist serves as Alternate C/AOR or Activity Manager, responsible for providing technical and programmatic guidance to assigned activities. It is anticipated that the Senior SI/MEL Specialist may serve as alternate C/AOR on the existing USAID HIV Support to Papua New Guinea Activity through December 2024 and may later serve as Activity Manager when the AOR responsibilities have been transitioned to Washington under the anticipated global follow-on HIV activity.
