Position description

The goal of the USAID-funded Health Security Activity in Guatemala is to provide tailored and targeted technical support in areas of highest need and priority to key actors and entities in Guatemala to strengthen the health system and human resource capabilities that build resilience and self-reliance to prevent, mitigate and respond to the health and economic impacts of emerging infectious disease pandemics.

Reporting and Supervision:

This position will report to the Managing Partner, Global Health, at Palladium. This position will oversee all other key personnel.

Purpose of Position:

The Guatemala Health Security COP will supervise and participate in the design of programming across all Objectives. The Guatemala Health Security COP will oversee and be responsible for the execution of all activities.

Roles and responsibilities:

  • The Guatemala Health Security Activity COP will serve as the primary liaison with the COR as it relates to all aspects of the Contractor’s responsibilities under this Cooperative Agreement;
  • They will provide overall technical direction and leadership and lead external engagement, including liaising with USAID, subcontractors, host country governments, donors, implementing partners, and local and international stakeholders;
  • They will provide leadership and technical support, management oversight, and quality control across Guatemala Health Security activities.

Responsibilities will include, but not be limited to the following:

  • Develop and execute overall project strategy, workplan, and budget to achieve project results at global, regional, and country levels. Direct the project’s strategic vision, design, and implementation with the aim of advancing project objectives and guiding principles;
  • Lead development of annual workplans for timely submission to and approval by the client. Ensure that activities and targets reflect high technical quality, are aligned with the government of Guatemala priorities and the project’s scope of work, and are delivered on schedule and on budget;
  • Oversee a team of senior staff and facilitate strong coordination between team members. Oversee subcontractors/sub-awardees and quality and timeliness of deliverables;
  • Facilitate regular partner communication to maximize their participation in the project;
  • Serve as the project’s primary point of contact with USAID/Washington and USAID/Guatemala, government of Guatemala, other implementing partners, and other stakeholders. Ensure strategic coordination with other USAID projects to foster synergies and efficiencies;
  • Promote sustainability of project aims and activities by engendering Guatemala government ownership and developing capacity of host-country individuals, institutions, and systems;
  • Facilitate proactive technical and programmatic learning and adaptation across all levels of the project to mitigate risks and refine program focus to respond to changing needs/priorities;
  • Ensure effective internal systems for program delivery; results tracking and reporting; staff recruitment and retention; and contracting and financial management to respond rapidly to program needs. Oversee budget implementation and financial management;
  • Ensure compliance with Palladium, USG/USAID, and other regulations and policies.

 

Qualifications

  • The Chief of Party (COP) must have 15+ years of experience designing, leading, and implementing large-scale, complex global USG projects in LMICs;
  • They must have experience as a USG Chief of Party or other senior role;
  • The role requires deep technical knowledge and experience in infectious disease, lab strengthening, surveillance, outbreak response, and GHS/One Health, and should have international credibility as a leader in these or related areas;
  • The role requires proven success working closely with diverse stakeholders (see responsibilities above);
  • The candidate must show problem-solving, analytic, and financial skills and capacity to anticipate, respond, and adapt quickly to varying needs and competing demands;
  • The candidate must hold an advanced degree in a relevant field (e.g. medicine, public health, environmental health, animal health, epidemiology, etc.).
