This is a Centrally Managed Position in the International Affairs Career Field.

The primary purpose of this position is to manage the Electronic Combat International Security Assistance Program (ECISAP) for international partners.The individual performs a wide range of duties associated with the acquisition and oversight of Electronic Combat program elements associated with sales of a range of weapons systems by the USAF under the Foreign Military Sales (FMS) program, consistent with U.S. national security and foreign policy objectives.

Responsibilities

  • Serves as ECISAP Manager for security assistance Electronic Combat Mission Data development programs
  • Prepares and documents the technical and economic data to support the acquisition of complex ECISAP Mission Data products for international partners
  • Applies technical expertise and extensive job experience to manage and/or review the development or revision of ECISAP Mission Data for international partners
  • Accomplishes special projects as assigned

Occasional travel - Work occasionally requires travel away from the normal duty station on military or commercial aircraft

  • Employee must possess a BA or BS degree, however. BA/BS in International Affairs, Public Administration, Political Science, or Business Administration is highly desired
  • Employee must participate in the unit training plan
  • Disclosure of Political Appointments
  • US military aviation experience in fighter/bomber combat aircraft is highly desired
  • Completion of an Intermediate Developmental Education program. (i.e. ACSC, AFLEP, ELDP. AFIT. etc.), within six years of accepting position is highly desirable

Qualifications

BASIC EDUCATION REQUIREMENTS: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

AND

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge of the working of foreign governments, the nature of their military and civilian governmental structures, and the culture and political dynamics influencing them; knowledge of organizational policies, goals, objectives and directives as applicable to foreign assistance laws and statutory requirement associated with Security Cooperation goals; familiarity with Electronic Combat principles and techniques. (NOTE: This same experience must be well-described in the application/resume that you complete and submit in addition to answering this questionnaire.). Note: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
 course work is equivalent to a major, or a combination of related courses totaling at least 24 semester hours, plus appropriate experience or additional education. The education must have been obtained in an accredited college or university. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS AND YOUR RESUME MUST SUPPORT THIS STATEMENT.

EXPERIENCE: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Professional knowledge of the administration and performance of work involving the formulation and direction of foreign affairs of the Government and in the study and disposition of information bearing on international relations
  • Expert knowledge of DOD, USAF, and organizational policies, goals, objectives, and directives concerning the Security Assistance Program and the Foreign Military Sales program. executed by the DOD under the auspices of the US Department of State
  • Expert knowledge of policies, methods and techniques to analyze and evaluate the clTectiveness of assigned country ECISAP Mission Data programs and to formulate and recommend courses of action to provide necessary ECISAP support within the planned program for the international partner to meet mission requirements
  • Expert knowledge of the ECISAP Mission Data requirements definition process, the FMS process. the federal acquisition process, the federal acquisition regulations (FARs). and the input required for development, implementation. line management. execution and closure of FMS ECISAP support cases
  • Extensive knowledge of procedures for the development. coordination and transmission of Letters of Offer and Acceptance (LOAs) to include cost, schedule, and availability of DOD ECISAP resources
  • Comprehensive knowledge of the working of foreign governments. the nature of their military and civilian governmental structures and the cultural and political dynamics influencing them
  • Ability to communicate effectively and efficiently both orally and in writing; negotiate complex issues; and maintain good working relationships
  • Knowledge of the execution of fighter aircraft operations and the combat employment of assigned weapons systems


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
