Position description

We are looking for a European Policy Analyst to reinforce our efforts to ensure that  European legislation and policies respect and extend human rights in the digital age. The EU Policy Analyst will be involved in all aspects of the organisation that pertains to Access Now’s policy initiatives. They will work closely with the local Policy team, the Policy Director and other Access Now staff located across the world to foster an international dialogue. The European Policy Analyst will contribute to Access Now’s strategy to ensure that human rights in the digital age are high on the agenda of the European institutions in the upcoming years. Alongside our Brussels team you will work directly under the supervision of our European Policy Manager.

Access Now is a growing international human rights organisation dedicated to defending and extending the digital rights of users at risk around the world, including issues of privacy, security, freedom of expression, and transparency. Our policy, advocacy, technology, and operations teams are present in Europe, Latin America, the Middle East/North Africa (MENA), North America, and South/Southeast Asia, to provide global support to our mission.

Access Now’s Policy team works globally and supports our mission by developing and promoting rights-respecting practices and policies. The Policy team seeks to advance laws and global norms to affect long-term systemic change in the area of digital rights and online security, developing insightful, rights-based, and well-researched policy guidance to governments, corporations, and civil society. The need to hold both the public and private sectors accountable leads the Policy team to use diverse fora, including domestic and regional courts, intergovernmental bodies, and expert offices to promote norms and best practices.

You will be responsible for:

  • Following EU developments on areas of importance to human rights in the digital age, which can include business & human rights, content regulation and disinformation, cybersecurity, government surveillance, accountability of online platforms and more, depending on our prioritisation and planning;
  • Crafting research and evidence based legal, policy, and legislative analysis and developing policy recommendations and strategies on the above policy areas;
  • Writing policy briefs, blog posts, public comments, reports and other pertinent documents in support for our lobbying and advocacy efforts;
  • Coordinating and representing Access Now in multi-stakeholder coalitions,  public events and before the EU Institutions;
  • Together with Access Now’s advocacy team, developing innovative and effective regional advocacy approaches to advance digital rights in Europe, including campaigns and media relations. 

You should have:

  • A Master’s equivalent degree in law, political science, international relations or public policy;
  • 3 – 4 years of experience in EU policy and lawmaking;
  • Solid understanding of the functioning and internal processes of EU and Council of Europe  institutions and mechanisms;
  • Excellent communication skills and proven ability to produce well-written policy papers and communications material;
  • Global perspective and ability to participate in a team with people from around the world;
  • Fluency in English is required and knowledge of an additional EU language strongly preferred.

It’s very helpful if you have:

  • A thorough understanding of the digital debates of our time and the challenges that new technologies pose to the respect and enjoyment of human rights;
  • At least 1 year of relevant work experience in the areas of internet freedom, internet governance, human rights, internet engineering, and/or new technologies; 
  • Civil society or public sector experience;
  • Experience working in a civil society organisation and/or in an EU Institution.

Time Commitment and Location

This is a full-time position located in Brussels, Belgium. 


Competitive salary commensurate with experience.
