Position description



UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.


In 2000, the Security Council adopted the ground-breaking resolution 1325 on Women, Peace and Security. The Security Council has passed eight additional resolutions on women, peace and security since the adoption of resolution 1325. The Women, Peace and Security agenda encompasses issues including human trafficking in the context of armed conflict, and violent extremism and terrorism.


In order to support government initiatives to implement article 1 of the SCR 1325 which “urges Member States to ensure increased representation of women at all decision-making levels in national, regional and international institutions and mechanisms for the prevention, management, and resolution of conflict”  UN Women and UNODC are implementing a project to enhance women’s role in law enforcement and border security to prevent trafficking in persons, transnational organized crime and terrorism funded by the Government of Canada.


To contribute to the body of knowledge on Gender and Law Enforcement in Southeast Asia, UN Women Regional office seeks a consultant to produce a joint research with Interpol and UNODC on Women in Law Enforcement in ASEAN as well as country reviews on similar topic in Lao PDR, Vietnam, Philippines and Malaysia.



Duties and Responsibilities

Under the supervision of Programme Specialist, Governance, Peace and Security

UN Women Regional Office for Asia and the Pacific, the consultant will undertake the following tasks:


  • Jointly with INTERPOL and UNODC, produce a research on Women in Law Enforcement in ASEAN
  • Upon request, conduct missions to Southeast countries and potentially others to deepen the knowledge on gender and law enforcement and to share the findings of the regional research on women in law enforcement
  • Produce a country review of women in law enforcement in Vietnam, Philippines, Malaysia, Indonesia (Brunei and Singapore TBC) and integrating feedback received.
  • Support building a regional network of women in law enforcement as well as male and female champions promoting women in law enforcement
  • Support facilitation of consultations on women in law enforcement in at least two countries.
