The Green Growth and Global Relations Division of the Environment Directorate (ENV/GGGR) is looking for an experienced  individual to support policy activities in the countries covered by the GREEN Action Task Force[1] to serve as a Research Officer.  The successful candidate will support the policy, outreach and research activities of the Environment Governance and Finance (EGF) Programme, which operates within the framework of the GREEN Action Task Force, and provide assistance to the project management of the EU4Environment Initiative [2].  This will involve a range of activities, including liaison and co-ordination with internal and external stakeholders, event organisation and background research and drafting. The selected person will report to the Senior Programme Manager of the EGF Programme.



Main Responsibilities


Policy Research and Analysis  

  • Undertake quantitative and qualitative background data collection and research to enable monitoring of progress in policy reform, challenges/priorities and contribute to the development of strategies, road maps and policy recommendations, based on OECD good practices through country specific and regional projects.

  • Identify and prepare case studies, background documentation and presentations for policy seminars and workshops for policy makers and experts as part of the GREEN Action task Force work in the EECCA region, as required

  • Contribute to the analysis, updating, visualizations and drafting of new and existing green growth and environmental indicators for the the Programme publications. 

Project management  

  • Provide management support on an operational level to the EU4Environment. This will involve the preparation and updating of high quality decision and policy documents such as regional and country specific work plans, progress reports and briefing documents;  and responding to ad hoc requests for relevant and up-to-date information.

  • Provide support for the planning and implementation of management, Steering Committee and other high-level meetings for EU4Environment, including preparation and dissemination of agendas, speeches, talking points, summary decisions,  summary records and any other documents

  • Ensure effective internal and external communications by coordinating with Division members as well as national and international partners, liaising with the Implementing partners.

  •  Support the collaboration and development of partnerships with institutions co-operating in the context of the GREEN Action Task Force. 

Communication and liaison 

  • Ensure effective external communications by coordinating with national and international partners, liaising with EECCA country officials, including high-level representatives, and participate in fact-finding and management missions. This will also involve organising participation of officials from the EECCA countries to OECD meetings, track and report to management on participation, interventions and points of interest requiring follow-up.

  • Contribute to the development and implementation of the strategic communication and visibility plans, including extracting substantive material from various project reports and prepare the first draft of concise summaries as a contribution to the effective communication of policy conclusions, recommendations and other key results to media and all concerned constituencies. 

    Oversee the regional-level knowledge sharing and co-ordination with the Implementing Partners under the EU4Environment.  


Academic Background 

  • A university degree in international relations, public policy and management or economic development.  

Professional Background 

  • At least two years’ experience in a similar role, preferably in an international organisation. Knowledge of the policy context of one or more of the countries or regions indicated would be a clear advantage. 


  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of Russian and/or other languages from the EECCA region would be an important asset.

Contract Duration
