Background

 

With a deep commitment to improving public health globally, the Global Health Advocacy Incubator (GHAI) works toward sustainable and lasting change through targeted policy change campaigns and capacity building in low- and middle-income countries. A program of the Campaign for Tobacco-Free Kids, GHAI draws on lessons from tobacco control and other public health advocacy campaigns in more than 50 countries to drive policy change around the globe to improve health.  Other GHAI initiatives include food policy, cardiovascular health, preventing epidemics, vital statistics, and drowning prevention.

The GHAI seeks a Legal Advisor, Road Safety, to join a dynamic team advancing efforts to improve critical road safety policies in a set of low-and middle-income countries. Every year an estimated 1.25 million people around the world die because of road traffic crashes, and millions more are injured. GHAI’s mandate under the road safety program is to stimulate policy change that will prevent road crash deaths and injury through addressing key behavioral risk factors, including speeding, seatbelts, child restraints, helmets, and drink driving.  The Legal Advisor will report to the Program Director, Road Safety.  This position is based in Washington, DC and is open to U.S. citizens and other applicants who already possess U.S. work authorization. Until reentry to the DC Office is approved, all DC- based positions are remote.

Position Overview

The Legal Advisor will work closely with GHAI Road Safety team members and other global and local partners to develop legislative, regulatory, and litigation strategies to support GHAI’s road safety advocacy efforts.

The Legal Advisor should have experience in analyzing laws from different countries, managing international projects and working with a range of stakeholders. A successful candidate will be adept at translating complex legal knowledge for advocacy use among a range of stakeholders who are not legal experts. Experience working on road safety policies is highly desirable.

Key areas of focus for the position include:

  • Collaborate with the GHAI road safety team to support local partners in accomplishing advocacy objectives within program countries.
  • Develop legal strategies to support country-level partners in advancing policy change.
  • Conduct legal analyses of legislation, regulations, and other initiatives at the national and/or subnational level.
  • Identify gaps in legislation to inform policy change priorities on road safety issues.
  • Oversee contract lawyers at the country level to conduct legal analyses as needed.
  • Assist with the drafting model legislation or regulations and provide assistance as the draft is modified or changed by the government.
  • When necessary, review opposition drafts and provide analysis and responses to weak provisions or loopholes created by opposition.
  • Develop and maintain legislative drafting tools to support partners promoting new legislation or improving weak provisions in existing legislation.
  • Maintain an inventory and analysis of countries’ road safety policies and global best practice.
  • Develop resource materials and tools relevant to advancing policy on road safety.


 

Qualifications

Qualifications

  • Juris Doctor Degree (or equivalent first-level legal degree awarded by a law school accredited by the national authority responsible for accreditation).
  • Five to ten years of relevant legal, legislative and international experience working on road safety or broader public health issues.
  • Knowledge of and experience in using legal analysis to advance policy change.
  • Experience translating complex legal and technical information for a non-expert audience and developing training seminars and programs for government lawyers and local advocates.
  • English language proficiency required. Foreign language proficiency highly desirable.
  • A competitive candidate enjoys finding creative solutions to challenges, appreciates the value of collaborative partnerships and operates from a growth mindset.
  • Excellent analytical skills and legal writing and research ability.
  • Experience in legal analysis of public health or public policy issues, particularly in the area of road safety, a plus.
  • Demonstrated excellence in communication and in working with peoples from diverse cultures and countries.
  • Work experience outside the United States preferred.
  • Ability to prioritize and sequence work in a fast-paced, team-oriented environment.
  • Ability to take initiative and work independently.
  • International travel up to 25% once COVID-19 restrictions lifted.
