Org. Setting and Reporting
The Human Security Unit (HSU) is responsible for raising awareness and placing human security in the mainstream of United Nations (UN) activities.
The specific objectives of the Unit are to:
- manage the United Nations Trust Fund for Human Security (UNTFHS);
- advance the application of human security as a cross-cutting approach to promote peace, development and human rights at the policy and operational levels within and outside of the United Nations; and (c) expand political and financial support for human security and its implementation by the UN system and the international community.
The HSU is guided substantively by the Executive Office of the Secretary-General and administered by the Department of Operational Support. The Programme Management Officer reports to the Public Information (Resource Mobilization) Officer as the First Reporting Officer and the Chief of the Unit as the Second Reporting Officer.
Within delegated authority, the Programme Management Officer will be responsible for the following duties:
- Participate in the development, implementation, strengthening and evaluation of projects funded through the United Nations Trust Fund for Human Security (UNTFHS) by:
- identifying human security priority areas and implementing human security operational tools;
- liaising with and strengthening the quality of concept note submissions by the applying organizations;
- drafting comments on concept notes submitted to the UNTFHS in line with the Guidelines of the UNTFHS;
- providing support to the applying organizations in the development of concept notes into project proposals and to the Unit in the detailed review of project proposals once submitted by the applying organizations;
- developing lessons learned and best practices in view of UNTFHS funded projects; liaises with relevant parties and tracks follow up actions.
- Provide support in the provision of content for the Human Security Unit (HSU) website and the Human Security Newsletter as well as maintain the Human Security Unit (HSU) website; and assist in the preparation of ad hoc and quarterly reports focusing, among others: (i) on the overall activities of the UNTFHS, its progress and transition over the years, and its regional and thematic distribution; and (ii) human security related areas of interest such as post-conflict peace building, community-based natural disaster response and prevention, urban violence, human trafficking, inequalities in treatment and persistent poverty, etc.
- Research, analyze and present information gathered from diverse sources; prepares various written outputs, e.g., draft background papers and talking points for senior management; analyze sections of reports and studies, provide inputs to publications and statements, as well as represent the HSU at meetings and conferences when required.
- Participate in or lead UNTFHS field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
- Assist in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Undertake outreach activities; assists in developing advocacy and communication strategies that increase awareness on the added value of the human security concept among UN and non-UN counterparts, including the Advisory Board on Human Security.
- Provide substantive and logistical support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, and follow-up to regional training workshops on the application of human security.
- Perform other duties as required.

- Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
- An advanced university degree (Master's degree or equivalent degree) in international development, political science, economics, international relations or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
- Experience working on human security and its application into projects/programmes is desirable.
- Experience in areas of humanitarian affairs and/or development in support of large complex field operations inclusive of peacekeeping operations, special political missions, agencies, funds and programmes, or other similar international organizations is desirable.
- Experience in planning, implementation and monitoring of programmes or projects using results-based management or equivalent methodology is desirable.
- Experience in knowledge management, capacity building and programme development assistance related to development, peacebuilding or humanitarian programming is desirable.
- Experience in outreach, advocacy and communication strategies, including preparing written materials, is desirable.
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.
