JSI is seeking an experienced Finance & Operations Manager to join our energetic and collaborative Health Services Division (HSD). This position will support division-wide project implementation by ensuring compliance with financial and operational organizational processes.
Summary:
The Finance and Operations Manager (FOM) focuses on all activities related to the successful, effective and efficient management of financial resources, operational systems, and award compliance for JSI’s Health Services Division (HSD) projects. The FOM supports the financial and operations management for assigned projects and ensures that the systems, policies, and procedures are in line with JSI standards and in compliance with donor/client funding requirements. As requested, the FOM provides support to HSD initiatives, capacity building of F&O and project staff, and contributes to new business development. The FOM works collaboratively across the HSD portfolio supporting business lines as assigned.
This position will support one or more strategic business line(s) within the HSD portfolio and is supervised by the Senior Finance & Operations Manager or the Director, Finance & Operations, HSD. The FOM may supervise staff as needed.
RESPONSIBILITIES
Finance & Operations
- Provide direct support to project staff on financial, operational, and compliance functions. Assist business lines in solving challenges as they arise and tailored to the project implementation context;
- In coordination with SFOM (if applicable), provide support in ensuring budget management and award compliance with the assigned project portfolio; provide guidance to project management staff to ensure effective support and implementation of awards and donor-related issues;
- Ensure compliance and consistent application with JSI’s policies and procedures in implementation of all project and HSD activities;
- Supervise, mentor, and train staff with core finance and operations responsibilities, as requested;
- Review of routine financial processes including budget and LOE tracking, financial reports and invoices;
- Apply an in-depth understanding of project agreements and approval requirements to ensure compliance with client requirements;
- Support preparation and tracking of project budgets and proactively address any issues with the SFOM;
- Support financial and operations internal reviews and audit requests in coordination with Accounting and Contracts & Compliance;
- Liaise with People & Culture on issues related to project administration and US-hire personnel management, ensuring that all relevant JSI HR policies and requirements are met;
- Provide support in sub-award/grants management (conducting pre-award assessments/ongoing monitoring, drafting sub agreements and modifications, reviewing grants manuals, approving invoices), as applicable;
- Support procurement processes including preparation of vendor contracts, subcontracts and consulting agreements. Ensure timely submission, review and approval of purchase orders, expenses reports, payments to vendors, consultants, and subcontractors; and
- Serve as signatory on assigned projects as per JSI’s signatory policy
Health Service Division Support
- Serve as lead budgeter or reviewer on HSD proposal budgets, depending on budget threshold and as needed;
- Support subcontract and sub-award budgeting and review for large, complex proposals;
- As requested, onboard new F&O staff in all areas of Finance & Operations tasks;
- Work with corporate departments with issues related to office administration, IT, compliance and fraud management, accounting, human resources, and ensure coordination with projects and offices to ensure consistent standards and shared understanding and application of systems;
- Supervise Finance Officers, as requested. Ensures continuous training and improvement process is in place for staff to promote career growth; and
- Other division tasks as assigned.
Qualifications
- Bachelor's degree in a related field required.
Required Experience
- Minimum of five (5) years’ relevant experience providing finance and operations management support in a project setting;
- Strong financial management and budgeting skills; and
- Strong knowledge of client rules and regulations specifically U.S. federal agencies, other governmental and private agencies/foundations rules, reporting, templates, etc.
Other Knowledge, Skills, and Abilities
- Experience managing subawards and grants preferred;
- Ability to work independently, take initiative and problem solve;
- Ability to multitask and manage competing priorities;
- Dynamic team player with strong communication skills;
- Strong organizational skills, meticulous attention to detail;
- Advanced proficiency with Microsoft Excel
