Position description

The District of Columbia State Board of Education (SBOE) is an independent agency that advises on education policy matters affecting the District. This position is in the D.C. State Board of Education (SBOE). The mission of SBOE is to provide policy leadership, support, advocacy, and oversight of public education to ensure every student is valued and learns the skills and knowledge necessary to become informed, competent, and contributing global citizens.

POSITION OVERVIEW

This position functions as an Administrative Support Specialist and provides high-level administrative and operational support to the State Board of Education, the Office of the Ombudsman for Public Education, and the Office of the Student Advocate. The incumbent will lead efforts in developing office systems and procedures, coordinating onboarding processes, managing procurement transactions, reconciling financial reports, and facilitating logistical needs to ensure the effective functioning of the agency.

DUTIES AND RESPONSIBILITIES

  • Develops and manages administrative systems, policies, and procedures.
  • Facilitates onboarding of staff, student representatives, and elected board members.
  • Provides administrative support including scheduling, correspondence preparation, meeting coordination, and document management.
  • Serves as the agency purchase card (p-card) holder; reconciles purchases in PaymentNet and DIFS.
  • Manages procurement requests, maintains inventory, and ensures timely supply distribution.
  • Submits agency-level reports to the Office of the Chief Technology Officer (OCTO); Office of Risk Management (ORM); Office of Human Rights (OHR); and Office of Finance and Resource Management (OFRM) after executive approval.
  • Prepares financial summaries, drafts operational documentation, and supports budget functions across SBOE offices.
  • Provides support during bi-monthly Board meetings and other community engagements, which normally occur after regular business hours.

QUALIFICATIONS/EDUCATION

Preferred Experience and Knowledge:

  • Knowledge of administrative and office management practices.
  • Experience with District government systems (e.g., PeopleSoft, DIFS).
  • Strong written and oral communication skills.
  • Proficiency in Microsoft Office Suite, Google Workspace, Slack, ASANA, and video conferencing platforms.
  • Ability to manage confidential materials with discretion.
  • Strong organizational skills and ability to manage multiple competing priorities.
  • Bachelor’s or advanced professional degree in a related field is preferred, with 3-5 years of direct experience OR equivalent combination of education and experience.

WORKING CONDITIONS/ENVIRONMENT

Work is performed in a standard office environment. The position may require extended hours, including evenings and weekends, to attend public meetings and community events.

OTHER SIGNFICANT FACTORS

Tour of Duty: Generally, the incumbent will work Monday – Friday, 9:00 a.m. – 5:00 p.m. (Evenings and weekends as needed) The State Board of Education currently operates in hybrid posture; Subject to change.

Type of Appointment: Excepted Service – Permanent Appointment. This is an “at-will” position and not covered under the Career, Legal, or Management Supervisory Service.

Collective Bargaining Unit: This position is not covered by a collective bargaining agreement.

Promotion Potential: No known promotion potential

Area of Consideration: Open to the public

Salary Range: $53,249.00 - $79,874.00 Per Annual, target salary for this position is $70,000.

Residency Requirement: This position is subject to the District of Columbia’s residency requirement in accordance with D.C. Official Code § 1-515.03. Applicants must be current residents or agree to establish residency within 180 days of appointment.

POSITION DESIGNATION

This position has been designated as security-sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
