Position description

The Deputy Resident Country Director (DRCD) supports the Resident Country Director (RCD) in leading the implementation of compact investments in Mongolia and providing ongoing oversight, guidance, advice, technical feedback, and support to the partner country’s Millennium Challenge Account (MCA) entity, which undertakes the country’s responsibility to oversee, manage and implement the compact program. The DRCD plays a critical role in the compact’s success by:

  • assisting the RCD in providing oversight, feedback and guidance to counterparts in the partner country’s government with respect to the setup of the MCA entity and the implementation of the compact program, and monitoring progress toward key milestones;
  • assisting the RCD in ensuring proper coordination on technical matters among the partner country’s government and MCC staff in Washington, DC;
  • assisting the RCD in coordinating the timely delivery of all reports, plans, approvals and agreements that may be required for program implementation, in close collaboration with the MCA entity and MCC staff in Washington, DC, and maintaining records;
  • assisting the RCD in the day-to-day management and supervision of the local MCC staff, and of the office and budget, including office budgets and financial reports, procurements, and asset management needs, in close coordination with relevant staff at the U.S. Embassy and MCC headquarters;
  • assisting the RCD and the partner country’s government in ensuring that the implementation of the compact accords with MCC policies, standards, and guidelines;
  • assisting the RCD in ensuring proper implementation of MCC approvals and other internal control procedures, as well as audit and impact evaluation efforts;
  • assisting the RCD in coordinating technical visits by MCC staff and technical advisors and management visits by members of the MCC senior management team, the MCC Board of Directors, and other US government officials;
  • assisting the RCD in organizing and participating in public outreach and representational events related to the implementation of compact activities in Mongolia, including representing MCC in interactions with congressional delegations, other donors, representatives of the local business community and civil society, and other interested parties; and
  • assisting with any other responsibilities that the RCD may otherwise request to facilitate implementation of the compact program.
