Background

Project HOPE seeks a highly qualified consultant to serve as the lead technical writer and program development advisor for the development of a Statement of Interest (SOI) in response to the U.S. Department of State, Bureau of Global Health Security and Diplomacy (GHSD) Annual Program Statement (APS): Advancing Global Health (Funding Opportunity Number: DFOP0017890), Addendum I: Innovations in Population-Based Surveys and Surveillance.

The Addendum invites organizations to propose innovative approaches that strengthen population-based surveys, routine surveillance systems, and epidemiologic data collection methodologies in low- and middle-income countries. The opportunity emphasizes cost-effective, sustainable, country-owned surveillance systems that improve the timely generation and use of population health data across priority health areas, including HIV, tuberculosis, malaria, neglected tropical diseases, nutrition, and emerging public health threats.

Through this consultancy, Project HOPE intends to develop a competitive SOI that advances innovative surveillance and survey approaches aligned with the Department of State's objectives related to global health security, country ownership, sustainability, data quality, interoperability, and evidence-based decision-making. The consultant will provide strategic technical leadership, facilitate program design discussions, coordinate technical contributions from internal and external stakeholders, support consortium development, and develop the complete Statement of Interest (SOI) package.

The consultant will provide strategic technical leadership, facilitate program design and proposal development discussions, coordinate technical inputs from Project HOPE and prospective consortium partners, and develop the complete SOI narrative for submission by September 15, 2026. The period of performance will begin upon execution of the agreement and continue through the SOI submission deadline, with a maximum level of effort of 15 billable days.

Specific Objectives:

1. Lead technical program design and development of Project HOPE's SOI in response to GHSD Addendum I.
2. Develop a competitive technical approach aligned with the objectives, guiding principles, and evaluation considerations outlined in the APS and Addendum.
3. Collaborate with Project HOPE staff and partners to refine project strategy, implementation approach, anticipated outcomes, and consortium roles.
4. Provide strategic recommendations regarding consortium composition, partner roles, and complementary technical expertise.
5. Draft and revise the complete SOI narrative, incorporating feedback from Project HOPE and consortium partners.
6. Participate in planning meetings and technical discussions throughout the SOI development process.
7. Support final quality assurance of the submission to ensure responsiveness, clarity, and compliance with APS requirements.

Deliverables

• SOI development workplan outlining the proposed writing schedule, milestones, and information needs within one week of engagement.
• Technical approach framework describing the proposed strategy, objectives, innovations, anticipated outcomes, and alignment with Addendum I.
• Complete first draft of the SOI narrative, including 2-3 page relevant technical annexes in line with the APS requirements.
• Revised draft(s) incorporating Project HOPE and partner feedback through at least two rounds of revisions, as requested.
• Final SOI narrative ready for submission by PDM, including all required narrative sections and ensuring compliance with APS formatting and content requirements.
• Written technical recommendations regarding consortium composition, partner roles and responsibilities, and key technical design considerations, as needed.
• Participation in proposal development meetings, including technical strategy discussions and review sessions, as requested.

Position Requirements

The consultant should demonstrate the following

• Advanced degree (Master's or higher) in Public Health, Epidemiology, Biostatistics, Global Health, Health Systems, Infectious Diseases, International Development, or a related field.
• Minimum of 10 years of progressively responsible experience designing, implementing, or evaluating global health surveillance systems, population-based surveys, epidemiological studies, or public health research programs.
• Demonstrated experience leading the development of successful U.S. Government-funded proposals, concept notes, statements of interest, or applications for agencies such as USAID, CDC, NIH, PEPFAR, Department of State, or other major international donors.
• Strong technical knowledge of population-based surveys, surveillance systems, monitoring and evaluation, epidemiology, health information systems, and data use for decision making.
• Demonstrated experience working with multi-country or regional global health programs in low- and middle-income countries.
• Excellent technical writing, analytical, and communication skills, including experience synthesizing complex technical information into concise, compelling proposal narratives.
• Proven ability to facilitate collaborative design processes involving multiple stakeholders, technical experts, and consortium partners.
• Ability to work independently and meet aggressive deadlines within a fast-paced proposal development environment.
