Position description

Following the adoption of the program “Support Rule of Law Reforms in Ukraine” (PRAVO) in November 2017 by the European Neighborhood Instrument’s Committee, Expertise France has been identified to implement the 1st axis of intervention “Support to justice sector reforms” (PRAVO-Justice) through indirect management.

The project shall enforce practical fair access to justice for all, based on the rule of law and respect of common European democratic values and standards. The PRAVO-JUSTICE addresses the needs of Ukraine to accomplish the reform of the Justice Sector Institutions (JSIs). The scope of the project covers the objectives of the EU – Ukraine Associated Agreement and also the Justice Sector Reform Strategy 2015-20 (JSRS) and its Action Plan (JSRS AP). It aims to strengthen the justice system and provides for a number of complex activities targeting strategic priorities and specific actions resulting from mentioned policy making documents. The project with a budget of 15 million € on 3 years will be based in Kyiv and deploy a team composed of 3 International Key-Experts and 5 National Key-Experts for the whole duration of the project. It is structured around four components:

  1. Justice Reform Management: Strengthening capacity of institutions for designing and implementing the Justice Reform Strategy;
  2. Judiciary and related institutions (e.g. public prosecution, legal profession, etc.): Enhancing governance, professionalism, transparency and efficiency of the judiciary and related institutions;
  3. Enforcement: improving enforcement of judgments (civil and criminal) and the enforceability of obligations;
  4. E-Justice: support the development and introduction of e-justice tools.

The Team Leader (TL) is coordinating the activities carried out by the project. He/she will follow justice sector developments and draw the necessary conclusions for the preparation of follow-up activities to be implemented in the project. The TL will be responsible for carrying activities under component 1.

The TL will manage the implementation and results delivery of the entire project in Ukraine, managing the Ukraine Project Team and the office of the project, assisting EF HQ with the selection and recruitment of other staff and assigning missions to short-term experts, represent the project in relations with local beneficiaries/partners as well as third parties, in co-operation with the EU Delegation.


  • University diploma (preferably in law) or equivalent (relevant professional qualification);
  • The TL should possess an excellent command of both written and spoken English as well as solid knowledge of Ukrainian and/or Russian;
  • Excellent knowledge and understanding of transition;
  • Proactive approach and outgoing personality, results- and not activity-driven;
  • Excellent, proven organizational and people and project management skills, preferably (also) in a multi-cultural environment;
  • Capacity to establish effective working relations with Ukrainian authorities; including at senior level and to ensure an efficient co-operation with the EU Delegation;
  • Computer literacy;
  • Excellent analytical skills;
  • Excellent communication (written and oral) skills;
  • Proven track record of providing adequate visibility to projects and their achievements.


  • Minimum 15 years of general professional experience;
  • The TL should possess extensive, preferably 10 years, both domestic and international work;
  • Experience in managerial and administrative positions with a proven track record of delivering results that made a difference;
  • Experience as project manager (preferably 5 years) in international projects providing technical assistance;
  • Team management experience;
  • Experience in policy formulation, research and reporting;
  • Work experience in providing technical assistance to judiciary reforms is an important asset.

Pre-selected candidates will be invited to an interview in Paris on the 19th of January.

The position is a long term position for the entire duration of the project (3 years) but depending on the status/nationality of the successful candidate, the contract may have to be splited in two periods (inception period and long term assignment).
