Position description

Chemonics seeks a team leader for the five-year, UK-funded Combating Illicit Economies Programme across Latin America, including Colombia, Panama, and Peru. The team leader, supported by the programme management unit director, will oversee programme management, provide leadership, ensure effective client communications, and identify and mitigate programme risks. The successful candidate will be experienced working with local and national law enforcement agencies to improve their capability in tackling serious organized crime, including the drug trade, illegal gold and timber mining, and smaller criminal economies. Responsibilities include:

Annual programme planning process: With the programme team, design and operationalize programme implementation and strategic direction, including ensuring activities and deliverables are implemented in accordance with budgets and timeframes as expected by the client, incorporating elements of value for money across all programme activities, and ensuring that proper action is taken to maintain implementation plans and make timely and cost-effective adjustments to unforeseen and unavoidable implementation constraints and delays

Programme technical assistance: Identify programme technical assistance needs, develop suitable scopes of work, recruit consultants, and execute technical assistance contracts; maintain quality control over all programme operations and performance targets, ensuring deliverables outlined in the programme contract are of the highest quality and completed in a timely and cost-effective manner; draft, write, edit, and rewrite various programme reports and deliverables in English and Spanish; and provide technical assistance to the programme, including leading assessment trips, initiating pilot programmes, and conducting other technical assignments

Technical supervision: Provide overall technical oversight for long- and short-term team members and consultants, and ensure consultants are hired, briefed, and supported in completing their assignments

Administrative supervision: Supervise programme staff and all consultants, both international and national, and ensure all programme activities are completed on schedule and on budget

Communications and relationships: Serve as Chemonics’ in-country representative to the client, maintain routine correspondence with the client, ensure all pertinent information is disseminated appropriately and that accurate records are kept of all client communications; coordinate with the client and other stakeholders, including government ministries, law enforcement agencies, civil society organizations, and other donors on technical matters, allocation of resources, and any other contractual issues that may arise

Qualifications:

  • Minimum 10 years of experience in law, criminology, combating illicit economies or financial flows, anti-corruption, or other relevant field
  • Extensive experience with tackling corruption
  • Experience and understanding of local security and justice climate preferred
  • Demonstrated skills and experience managing a programme of similar magnitude and complexity
  • Experience leading large teams
  • International donor/client experience required
  • Demonstrated leadership, versatility, and integrity
  • Excellent English and Spanish communication skills, demonstrated leadership, and the ability to work collaboratively across varied technical disciplines
