Position description

Org. Setting and Reporting

The Office of Counter-Terrorism (OCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact Task Force entities to ensure the balanced implementation of the four pillars of the United Nations Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. This position is located in the UNOCT Programme Office in Doha, the State of Qatar, established in support of the UNOCT Programme “International Hub on Behavioural Insights to Counter Terrorism”.

Under the overall guidance of the Office of the Under-Secretary General for OCT, the incumbent will lead the Programme Office Team in Doha and will report to the Chief of Policy, Knowledge Management and Communication Branch.

Responsibilities

Within delegated authority, the Senior Programme Officer will be responsible for the following duties:

  • Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
  • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
  • Directs research and programme evaluation and presents information gathered from diverse sources.
  • Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies,
  • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
  • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Manages outreach activities; raise funds; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.
  • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.
  • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
  • Lead the programme office and develop its programme of work under the guidance of UNOCT in New York.
  • Provide capacity-building assistance to Member States and organizations to develop and implement programmes, projects and initiatives that integrate behavioural insights to counter terrorism.
  • Promote communication, outreach and partnerships to share knowledge, expertise, experiences and lessons learned on behaviourally informed counter-terrorism interventions.
  • May perform other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of ten years of progressively responsible experience in project or programme management, administration, international relations, or related area is required.
  • Experience providing capacity-building assistance to Member States and organizations to develop and implement programmes is required.
  • Experience working with issues related to the prevention of violent extremism is desirable.
  • Experience with implementation of programmes in the Middle East and North Africa region is desirable.
  • Experience working with international organizations is desirable.

Languages

  • Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
