This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information including in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  The Solicitation number is DCO-PR-20-0321 and is issued as a Request for Quotations (RFQ).  This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through the most recent Federal Acquisition Regulation amendments which can be found at


The North American Industrial Classification Systems (NAICS) code is 541611 and the small business size standard is $15 million.


FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. THIS ANNOUNCEMENT IS FOR AN INDEPENDENT CONSULTANT AND IS NOT FOR INDIVIDUALS SEEKING EMPLOYMENT DIRECT WITH MCC.  PLEASE VISIT: FOR INFORMATION REGARDING INDEPENDENT CONTRACTORS.  Note:  MCC will assist the consultant in coordinating with an Independent Contractor Engagement Services Provider for payroll, travel, international travel insurance, etc., therefore, a DUNS number and registration in System for Award Management (SAMS) is not required.


Description of Services: MCC seeks an experienced public financial management (PFM) due diligence and advisory consultant to execute and conduct appropriate PFM due diligence tools and diagnostics and to advise on appropriate PFM remediations and strategies in MCC program development. The Consultant will under and with work closely with MCC Program Financial Services (PFS) Practice Group and other MCC stakeholders to identify and initiate appropriate PFM diagnostics for identified countries.  The Consultant will apply his/her comprehensive PFM expertise to consult and advise on how and where to incorporate appropriate PFM interventions in MCC program development.


This combined synopsis and solicitation notice is a request for competitive quotations. Therefore, all quotations received prior to the RFQ close date will be considered.


The Government will award an order to the responsible independent consultant(s) whose quote conforming to this notice represents the best value in terms of technical criteria, past performance and price.  All non-price factors (technical criteria and past performance) are more important than price. If found advantageous, the Government reserves the right to make more than one award as a result of this solicitation.


The consultant shall work from his/her home office and/or any MCC eligible country as necessary.


Evaluation Factors. Only quotes which meet the mandatory technical evaluation criteria will be considered. Candidates with preferred qualifications will be given additional consideration.


Technical Evaluation Criteria:


Mandatory Requirements:

  • Minimum 10 years of relevant work experience with governments or development partners to execute Public Financial Management (PFM) diagnostics and advise on PFM reform design and implementation;
  • Master's Degree, or equivalent, in Economics, Accounting, Finance, Business Administration, Public Administration or related fields.
  • Prior technical work experience supporting public financial management in the public sector in developing and emerging economies;
  • Public financial management and administration reform at national and sub-national level;
  • Experience executing and/or managing the following PFM diagnostic tools:
    • Public Expenditure and Financial Accountability (PEFA)
    • Public Investment Management Assessment (PIMA)
    • Public Expenditure Review (PER)
    • Tax Administration Diagnostic Assessment Tool (TADAT)
  • Experience executing and/or managing political economy analyses of PFM systems;
  • Experience with macro-fiscal policies, budget process, financial management and reporting and central government reform and coordination;
  • Comprehensive understanding of and established networks with relevant actors and organizations in the PFM field (e.g., DFID, WB, EU, DFAT, GIZ);
  • Prior experience on donor-funded technical assistance programs for PFM assessments, reforms, and strategy implementation;
  • Knowledge of US Government Foreign Assistance Act, applicable foreign assistance appropriations and relevant USG agency budgeting processes;
  • Knowledge of international development finance institutions funding mechanisms;
  • Demonstrated ability to work independently and within a team to achieve results;
  • Excellent interpersonal skills and ability to build and maintain relationships with a variety of stakeholders;
  • English language fluency;


Preferred Requirement:

  • Experience working in both the public and private sectors
  • Relevant experience working with MCC and other international development institutions (e.g., World Bank, International Monetary Fund) is an advantage
