EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as the Mitigation Division Director within FEMA Region 9, advancing disaster resilience through innovative partnerships and creative application of federal and other resources. The ideal candidate for this position will be well-versed in pre- and post-disaster mitigation efforts, urban planning, architecture or building sciences, and have experience in leading people within an organization. Typical assignments include:

  • Managing all aspects of the regional Mitigation Division, overseeing programs related to: Risk Analysis, Hazard Mitigation Assistance, Floodplain Management and Insurance, and Environmental Planning and Historic Preservation.
  • Serving as the resilience subject matter expert in the region, bringing a wealth of knowledge in the fields of urban planning and building sciences to ensure the region applies a resilience lens across all activities, identifying the region’s resilience challenges and bringing together cross-sector stakeholders to develop solutions.
  • Advocating for the implementation of resilience programs to engage all stakeholders in reducing the frequency, severity, and cost of disasters.
  • Providing direct oversight on funding for eligible mitigation projects that reduce disaster losses to disaster-impacted State, local, tribal, territorial, nongovernmental organizations, and private sector partners.
  • Ensuring regional mitigation operations are executed in accordance with agency guidance and that they follow emergency management-related directives, federal regulations, and environmental and historic preservation laws and executive orders.

Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of this announcement.

You qualify for this position at the GS-15 level (starting salary $154,687) if you possess the following:  One full year of specialized experience equivalent to the next lower grade (GS-14) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.  Specialized experience for this position includes:

  1. Advising senior leadership on disaster mitigation efforts to build stronger and safer infrastructure, homes, and/or communities;
  2. Supervising and/or leading employees performing hazard related mitigation activities;
  3. Integrating hazard mitigation assistance such as flood mitigation and insurance, risk analysis, and/or environmental planning and preservation activities; and
  4. Coordinating cross-sector and/or interagency risk assessments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
