Position description

Due to the current events surrounding COVID-19, telework will be mandatory. When it is determined that EXIM will be moving to the reopening phase, the expectation will be to physically return to the office. Telework days and any waiting periods for eligibility will be determined at that time.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before onboarding with EXIM, if after November 22. This Operations Research Analyst position is located in the Policy Analysis and International Relations Division, and may be for either division in the Office of Policy Analysis & International Relations. The International Relations Division is responsible for EXIM's involvement in and relationships with the international organizations, associations, and regulatory bodies that affect official export credits (e.g. OECD, Berne Union, G7/12/20 and WTO). The employee works under the general direction of the Vice President of Policy Analysis, Vice President of International Relations, or his/her/their designee..

At the full performance level, duties include, but are not limited to:

  • Performs research on market conditions related to his/her/their portfolio of issues. This research can entail using electronic, written, or verbal sources and may make use of general information, reports, surveys, and discussions with experts on the topic. Research will include the use of both quantitative and qualitative data, including data available from the EXIM Reporting System (ERS) to develop information, tables, and Excel spreadsheets on EXIM programs and policies within the context of broader macroeconomic trends
  • Generates data and information related to analyses of programs and/or policies. These include maintaining data and generating reports on select EXIM-financed transactions.
  • Coordinates interdivisional work pertaining to bank-wide policy objectives and prepares relevant reports on EXIM stakeholders (e.g., exporters, commercial banks, brokers), gathering necessary data from internal and/or external sources, evaluating the quality/integrity of the data and creating easy-to-understand analytical formats for presenting the data.
  • Monitors and prepares analytical reports on trends in EXIM policies that are the subject of Congressional inquiry, OECD negotiations, Berne Union discussion, and/or other domestic and/or international stakeholder questions.
  • Engages as needed, on strategic and competitive policy issues that involve sensitive materials, often classified, and/or discussions requiring some level of USG clearance.
  • Conducts analysis of policies and programs by identifying the prime objective of the program/policy, evaluating the extent of successful achievement of the objective, evaluating the benefits and costs of the program/policy (including financial and operational), and making recommendations based on this cost/benefit analysis.
  • Analyzes program and policy issues in the context of EXIM's mandates, particularly international competitiveness.

Qualifications

Basic Requirements:
A degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics with at least 3 of the 24 semester hours must have been in calculus.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Finance, Economics, Mathematics, Statistics, International Business or Business Management.

In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): 

GS-11: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 level in the Federal Government. Specialized experience includes:

  • Experience retrieving, evaluating, and analyzing general macroeconomic and trade data (both qualitative and quantitative);
  • Experience generating data (qualitative and quantitative) and reports for specialized topics, including in easy-to-understand formats to support recommendations to decision-makers; and
  • Experience conducting research with sources in a variety of formats (i.e., written, verbal, electronic) and weighing conflicting information to draw conclusions.

OR

Substitution of Education for Experience: You may substitute education for the specialized experience at the GS-11 grade level by possessing a Master's or equivalent graduate degree. Related degrees may include degrees in the field of Operations Research, e.g., Finance, Economics, Mathematics, Statistics, International Business or Business Management.

OR

Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the GS-11 grade level. Therefore, only education in excess of one full year of graduate level education may be used to combine education and experience.

GS-12: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government. Specialized experience includes:

  • Experience retrieving, evaluating, and analyzing general macroeconomic and trade data (both qualitative and quantitative);
  • Experience generating data (qualitative and quantitative) and reports for specialized topics, including in easy-to-understand formats to support recommendations to decision-makers;
  • Experience conducting research with sources in a variety of formats (i.e., written, verbal, electronic) and weighing conflicting information to draw conclusions; and
  • Experience evaluating programs or policies, including by identifying goals, measuring whether these objectives have been met, and performing cost-benefit analysis on any proposed changes.

OR

Substitution of Education for Experience: You may substitute education for the specialized experience at the GS-11 grade level by possessing a Ph.D or equivalent doctoral degree.

OR

Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-11 grade level may be used to qualify applicants for positions at the GS-12 grade level. Therefore, only education in excess of two full year of graduate level education may be used to combine education and experience.
