Provision of French and Somali translation services for Trócaire programs

Position description

Trócaire Head office invites proposals for the provision of French and Somali translation services for the project “Supporting uptake of survivor-centred practice: Building consensus between gender-based violence (GBV) and mental health and psychosocial support (MHPSS) actors around shared guiding principles and recommendations for progressing practice”. Renderers’ must demonstrate that they have the resources and expertise to supply the goods and/or services required.

The objective of this consultancy is to translate developed resources into two languages: French and Somali.

The scope of the work involves translation of the following products from English into both French and Somali. All source documents will be provided in English.

  • Translation of written document: Overview document (20 pages, approx word count 12,000 words)
  • Translation of written document: 5 Briefs (17,000 words in total)
  • Translation of video script: five written scripts for five videos of 2-3 minutes in length. These videos will explain the content of each of the five briefs. Another supplier will use this translated text as subtitles into videos they produce, only the text is required.
  • Translation of infographics (five one-page posters based on each of the five briefs)

The service contract will run from May 22 for an estimated 4 weeks. This work is funded by the USAID’s Bureau for Humanitarian Assistance (BHA) with a project end date of 1 July 2023. Therefore, the above timelines of work are, unfortunately, non-negotiable.

Total budget available is $21,000. This includes the VAT and should include a minimum of two languages: Somali and French. A third language of Burmese is desirable depending on budget.

All suppliers should at least meet following minimum criteria :

  • Consultant(s) must be professional translators with translation experience related to gender-based violence, mental health and psychosocial support disciplines and areas of work in the humanitarian, development, peace and / or nexus sector.
  • Understanding of Gender Based Violence, a survivor-centred approach and language / translation nuances related to this topic is essential.

The successful tenderer will be the one who, in the opinion of Trócaire, submits the most economically advantageous proposal applying the following award criteria:

  • Relevant translation experience related to gender-based violence, mental health and psychosocial support disciplines and areas of work in the humanitarian, development, peace and / or nexus sector.
  • Understanding of Gender Based Violence, a survivor-centred approach and language / translation nuances related to this topic is essential.
  • Proposal outlining the proposed schedule/work plan and the consultant’s proposed fees/daily rate, with justification.
  • Conflict of interest statement: Applicants should state clearly whether they have an actual or potential conflict of interest with the staff, volunteers, and/or board of Trócaire.
  • 1 writing sample of similar/relevant work or link to (preferably related to the topic of gender-based violence and mental health and psychosocial support in emergencies)

Each technical proposal will be evaluated based on technical quality; background and experience of the consultant(s); and value for money.

During the evaluation period clarification may be sought in writing from tenderers. Responses to requests for clarification may not materially change any elements of the tenders submitted.

No unsolicited communications from tenderers will be accepted or entertained during the evaluation period.

A shortlist of those who have tendered may be drawn up and a certain number of those who have tendered may be invited to make a final presentation of their tender.
