Position description

Org. Setting and Reporting

The position is located in the International Tax and Development Cooperation Branch (ITDCB) of the Financing for Sustainable Development Office of the Department of Economic and Social Affairs. The FSDO works to advance policy and action on financing for sustainable development to support Member States and other stakeholders in achieving the 2030 Agenda for Sustainable Development and Addis Ababa Action Agenda on Financing for Development: by providing thought leadership and agenda shaping, promoting multistakeholder dialogue, identifying policy options and best practices, and offering strategic advice and support for capacity development in key areas. The incumbent reports to the Senior Economic Affairs Officer in ITDCB. 

Responsibilities

Under the supervision of the Senior Economic Affairs Officer in ITDCB, FSDO, the Programme Management Officer will provide support to the branch work programme, with emphasis on issues related to international tax cooperation, domestic resource mobilization and fiscal policies aimed to promote behaviours aligned with the 2030 Agenda for Sustainable Development and Addis Ababa Action Agenda on Financing for Development.

This will include the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
  • Contributes to the provision of substantive support to policy analysis, research and development, including the review and analysis of issues and trends, to the preparation of evaluations or other research activities and studies, as well as to capacity development initiatives and events in the area of tax and domestic resource mobilization for sustainable development;
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change;
  • Researches, analyzes and presents information gathered from diverse sources;
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions;
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.;
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. such as the United Nations General Assembly, Economic and Social Council and the Committee of Experts on International Cooperation in Tax Matters, to include proposing agenda topics, identifying participants, preparing documents and presentations, summaries, etc.;
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.;
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) including to donors;
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting;
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required;
  • Experience in both tax policy and administration is desirable;
  • Experience in managing trust fund or multi-donor extra budgetary projects is required;
  • Experience on broader fiscal policies for sustainable development is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
