The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
SPA's NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.
We have an immediate need for a Layered Resilience Analyst to provide on-site support out of HQ SACT in Norfolk, VA.
Responsibilities
The candidate will work within SPP/SALT under the directives of the Branch Head (BH), reporting to the LR Section Lead, who also will serve as the Contracting Officer Technical Representative (COTR). Will work in close coordination with the other staff officers, the other branches of SPP, and HQ ACT. The main effort in 2025 will include the development of the NMRRA and LRC for submission to the Military Committee (MC) and for 2026, the development of an LR Implementation Roadmap. Will help in daily work coordination and collaboration efforts, and other tasks associated with the LR WDI, DZI CE, and WDA. Assist in the scoping work related to the LRC on military resilience (MR) developments and with the drafting of the MR aspects of the LR PoW, and cultivate a methodological approach to a gap analysis of MR, informing the development of the NATO NMRRA. Improve integration of the LR into existing CoI, Centres of Excellence, and other networks including delivery of LR into Resilience training courses. Build ACT and SALT’s understanding of the impacts of Emerging Disruptive Technologies (EDT) for MR. Cultivate understanding of MR relevant to the ongoing on climate change in NATO and cognizant of the impacts to the gap analysis. Maintain, design, and curate the MR content on the LR CoI unclassified Transnet page. Attend weekly SALT meetings, both scheduled and unscheduled, at the direction of the BH. Provide feedback about work clearly and concisely. Provide input on NWCC and WDA and offer ideas and related analysis. Understand and shape the NATO’s/ACT’s strategy and mission. Share ideas with multiple stakeholders and gain alignment from them, and be available to ACT leadership for WDA related requirements. Collaborate as required with HQ SACT cross-functional teams to provide strategic thoughts and inputs. Contribute to the development of an exhaustive follow-on report about LR in close coordination with military staff officers and HQ ACT direction. Contribute to strategic planning efforts that satisfy long-term needs of Warfare development. Interpret political, economic, sociocultural, technological, and military trends and develop alternatives ways of assessment. Develop plans to materialize long term strategy and analyze development proposals, conduct research to identify threats and opportunities, and construct forecasts and analytical models.
