ABOUT US

The World Council of Credit Unions works to advance financial inclusion through the credit union and cooperative model by engaging in international advocacy, development, education, and networking that empowers underserved populations and promotes more equitable and resilient communities.

PRIMARY PURPOSE

This position supports program management of World Council of Credit Union’s (WOCCU’s) multi-year international development donor-funded projects, including USAID-funded projects. WOCCU’s financial and economic inclusion programs reach rural and remote areas through its unparalleled global footprint - a network of 74,634 credit unions serving more than 411 million members in 104 countries.

The Program Specialist will work in close collaboration with the program management, operations and compliance home office and local field teams to provide administrative support to ensure efficient, day-to-day management of the projects’ operational needs, including donor compliance, records management, procurement, vendor management, travel, and finance. This position also provides administrative support to the heads of the business unit.

PRIMARY RESPONSIBILITIES

Program Operations Management

  • Support overall compliance with donor awards, including monitoring and tracking contract deliverables, milestones, and administrative requirements, ensuring accordance with donor and WOCCU needs, compliance, and lifecycle management
  • Support starting up and closing out field office program offices and activities, as applicable
  • Lead saving and maintenance of program files and trackers and ensure all files are current and include required back-up documentation, ensuring accordance with donor and WOCCU needs, compliance, and records management
  • Assist with administrative needs including arranging travel logistics, trainings, workshops, documentation preparation, database management, and other logistical needs, as required
  • Support the review of program deliverables for quality and compliance, including editing/formatting program documents in accordance with donor branding guidelines, and translating for quarterly, annual, final reports, annual work plans, among others
  • Collaborate with the communications team and program management to promote the program internally and externally, including updating program websites, social media, and drafting text for internal reporting and promotional materials
  • As a part of the program implementation team, support Program Manager(s) in proactively identifying and analyzing areas of risk, making recommendations, establishing quality controls, and leading specific components as identified to improve administrative systems and management

Vendor and Stakeholder Management

  • Coordinate home office contract lifecycle processing and other programmatic documents or information, harmonizing internal review, approval, signature, invoicing, and tracking processes
  • Serve as the main point of contact for home office executed contracts, awards, and subagreements
  • Monitor compliance in accordance with all generally standardized, donor, and WOCCU requirements and guidance
  • Serve as meetings greeter, and logistics point of contact for visitors and various stakeholders, as requested and needed

Program and Administrative Management

  • Conduct file audits, research issues, and propose solutions to provide analysis and findings to supervisor and/or heads of business unit
  • Maintain controls, efficiency, and proper disposition of current filing structures and systems to ensure consistent application of taxonomies, data protection, financial compliance, and multiple access points (i.e., across multiple SharePoint and processing/system sites)
  • Manage and coordinate the preparation and submission of reports and data, inputting into various records/data management systems (i.e., USAID DEC, DDL, and DIS as applicable)
  • Provide administrative support across International Projects and Operations, including but not limited to handling inquiries, managing correspondence, arranging meeting logistics, filing and ordering supplies
  • Perform other duties, as requested by supervisor or heads of business unit

Qualifications

PREFERRED QUALIFICATIONS AND EXPERIENCE

To perform this job beyond successfully, the individual would excel with the preferred qualifications and experience below.

  • Minimum one (1) year of contractual, project management, or related experience
  • Previous experience working in international development on USAID/USG or other donor-funded programs
  • Basic understanding of financial and budgetary administrative controls
  • Familiarity with economic growth programs, such as microfinance, SME finance, and credit unions
  • Experience in a multicultural setting or living and/or working in a developing country in Latin America, Africa, or Eastern Europe

Language Skills: Fluency in English and Spanish or French is a plus. Excellent writing and editing skills, including the ability to communicate concepts and ideas effectively, proficient grammar and punctuation.

Computer Skills: Superior skills in SharePoint, Microsoft 365: Word, Excel, PowerPoint, Outlook, and TEAMS.

Financial Skills: Ability to create and analyze budgets in Excel, with financial analysis experience a plus.

Certifications and Licenses: None.

Travel: Domestic and International travel may be required, based on programmatic needs.

Salary Information: The hiring salary is up to $60,000 commensurate with experience. The full salary range is $51,745.40 - $77,634.60.

WOCCU has a hybrid working modality that requires staff to work from the D.C. Office two days a week and can be remote 3 days.

Vision Care – VSP covers vision expenses for exams, frames, standard lenses, and contact lenses.

Prescription Drug Coverage – Covers eligible prescription drug expenses at retail or mail-order pharmacies (included with selected medical coverage).

Domestic Partner Coverage – Domestic partners are covered under WOCCU health plans.

 Disability and Life Insurance

Short-term Disability (STD) –Offers income replacement of 60% up to $1,500 per week for a maximum benefit period of 9 weeks. This benefit will begin after 0 days if you become disabled due to injury and after 7 days if you become disabled due to an illness. 

Long-term Disability (LTD) –Offers income replacement of 60% up to $10,000 per month.

Group Life and AD&D Insurance – WOCCU provides a replacement for loss of income in the event of an employee's untimely death in the amount of two times the employee's salary up to a maximum of $350,000.

Voluntary Life and AD&D Insurance –WOCCU employees can elect additional life and AD&D insurance plans based on their family’s needs. 

Paid Time Off

Sick Leave – Eligible employees will accrue sick leave benefits at the rate of 12 days per year (1 day for every full month of service). Part-time employees accrue sick leave at a prorated rate.

Vacation Leave – Vacation time begins at the commencement of employment and accrues in proportional increments per pay period throughout the calendar year. Vacation accrual is based on years of service.

Paid Holidays – WOCCU offers 11 paid holidays and 1 floating holiday that can be used at the employee's discretion.
