Position description

The International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization that advances democracy worldwide, as a universal human aspiration and an enabler of sustainable development, through support to the building, strengthening and safeguarding of democratic political institutions and processes at all levels. It is based in Stockholm, Sweden, and has offices in Africa, Asia, Latin America, North America, and Europe.

Based on the new institutional strategy, we implement six workstreams: Electoral processes; Constitution building processes; Political participation and representation; Climate change and democracy; Digitalization and democracy; and Democracy assessments (including the analysis of the global state of democracy). We also address Gender Equality and Inclusion and Money in Politics as they relate to democracy.

International IDEA will implement a project that aims to enhance voter education/information, and civil society’s capacities on electoral matters. Specifically, the project will seek to build the capacity of CSOs, social movements, and the overall citizenry, to participate in electoral processes and have a sound strategy to demand accountability from the main electoral actors. Additionally, the project will convene dialogues and efforts to reach an ethics agreement or code of conduct among political parties to address misinformation and online violence.

The Programme Manager will be responsible for the implementation of the project, in coordination with the Latin America and the Caribbean Regional Office. The incumbent will oversee the implementation, quality assurance, monitoring and evaluation, and reporting of all related activities of the project, ensuring compliance with both donor and International IDEA’s policies and procedures, ensuring coherence of the overall project.

Duties and Responsibilities

  • Leads the planning, implementation, quality assurance, and monitoring and reporting of all project activities in Guyana;
  • Is accountable for project finances and grant management, and ensures that financial planning supports the delivery of project results and demonstrates value for money;
  • Supports the establishment and facilitation of a multistakeholder electoral reform dialogue, and a dialogue among political parties to support the designing of an ethical agreement or code of conduct;
  • Identifies and develops opportunities for innovative project design;
  • Represents International IDEA at relevant meetings and events to develop and maintain effective relations with governments, donors, sub-grantees and other relevant interlocutors;
  • Manages the overall design, development and production of the project’s knowledge resources and tools; develops content for the International IDEA's website and on social media channels;
  • Maintains regular communication with the donor; Provides substantive inputs in the preparation of the project’s progress reports and presentations to the donor and International IDEA;
  • Ensures a rights-based approach and a gender and inclusion perspective are integrated in project planning and implementation of activities;
  • Manages the project’s Monitoring and Evaluation (M&E) ensuring adherence with the M&E plan outlined in the project document, responding to donor needs and aligned with International IDEA’s M&E results framework;
  • Supports the overall project risk management and actively manages risk as outlined in the project document’s risk analysis and mitigation measures in line with organizational policies and procedures;
  • Oversees the project risk assessment and management, actively manages risks and regularly updates the risk management strategy in line with International IDEA policies and procedures;
  • Manages and empowers a team of staff and consultants, fostering a spirit of collaboration, support and team cohesion;
  • Documents lessons learned, stories, case studies and evidence related to the delivery of the programme’s results.

  • Combines in-depth knowledge, acquired through academic achievements, excellent skills including managerial skills and relevant experience in their field;
  • Manages assigned projects throughout the project life cycle, i.e., from strategic planning and project design, funding and budgeting to project assessment and accountability; leads meetings and discussions, supervises publications and input from external providers;
  • Has contributed to publications on their relevant subject; is recognized as a knowledge resource in their broad professional community;
  • Has the intellectual leadership to integrate innovation into their field of expertise;
  • Directly manages a team of contributors to the project, including staff members and consultants;
  • Fosters team-based activities in their unit; collaborates with other entities of the Institute;
  • Acts as a model and mentor for colleagues;
  • Is expected to travel globally to any geographical area involved in their projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;

Reporting line

  • Director, Latin America and the Caribbean Region (RLAC).

Education and Experience

  • A postgraduate degree in public policy, political science, public administration, international relations, social sciences, Latin American and the Caribbean Studies, or related fields;
  • A minimum of seven (7) years of relevant experience supporting and providing technical assistance to electoral processes and reforms in the Caribbean Region;
  • Experience convening diverse stakeholders and facilitating dialogues is essential;
  • A minimum of three (3) years’ experience in successful project/programme management and the management of teams;
  • Experience with EU funded projects and requirements, as well as familiarity with their processes and systems;
  • Experience of monitoring and evaluation approaches and procedures is essential;
  • Experience in the development and production of various knowledge resources and tools for electoral processes, democratic governance and/or civil society strengthening is essential;
  • Experience from an international and/or regional organization, civil society organization or think-tank working on democracy assistance would be considered an asset;
  • Knowledge and working experience on gender/inclusion in democratic governance and electoral assistance would be considered an advantage;
  • Fluency in spoken and written English is required. Knowledge of Spanish considered an advantage.

Terms of Contract

  • International Post;
  • Fixed term appointment until 31 December 2025;
  • Remuneration - EUR 6,018 NET per month + benefits.
